4. If the People's Court deems it insufficient to issue a payment order, it will automatically transfer it to litigation procedures, except where the creditor disagrees. If it is transferred to litigation proceedings, creditors can continue to collect legal and effective evidence to safeguard their legitimate rights and interests.
5. An IOU signed by the debtor is more favorable evidence to prove the loan relationship between the two parties. The debtor's signature on the IOU is a civil legal act that recognizes the objective fact that the debtor owes the creditor the money stated in the IOU. If it cannot prove that at the time of signing, there was fraud, coercion, or other circumstances that should qualify as an invalid or revocable or changeable civil legal act according to law, the IOU is legal and valid and protected by law.
