(a) responsible for the construction, operation and management of the examination and approval management system of engineering construction projects, and innovate and optimize the system functions according to the examination and approval requirements;
(two) responsible for coordinating and handling matters involving two levels of approval authority, spanning more than two stages of approval, and involving cities and counties (cities, districts);
(three) responsible for the project process consulting, reporting guidance and electronic signature, electronic signature collection and other work;
(four) set up a comprehensive service window in the government service area, and publish the approval process, list of matters and work guide;
(five) other matters that need to be handled by the competent department. Article 5 Development and reform, resource planning, administrative examination and approval and housing and urban-rural construction, as the lead departments of parallel examination and approval at the corresponding level, shall undertake the following duties:
(a) to preside over and coordinate the relevant departments to organize and implement the parallel examination and approval work at this stage;
(two) responsible for this stage of window acceptance, information entry and application materials delivery and provide consulting services;
(three) clearly inform the commitment, commitment list and commitment time limit;
(four) organize relevant departments to conduct background review and parallel review, and inform the applicant of the materials that need to be supplemented at one time;
(five) to urge the relevant departments to make a decision on examination and approval in a timely manner, and uniformly issue and serve licenses;
(six) according to the need to organize joint hearing, joint inspection and joint acceptance;
(seven) other matters that need to be handled by the lead department. Article 6 The parallel examination and approval departments of education, industry and informatization, public security, civil affairs, ecological environment, transportation, water conservancy, culture and tourism, health and wellness, emergency management, urban management, meteorology, etc. shall provide relevant materials according to the parallel examination and approval process determined by the lead department, participate in the related examination, joint investigation and joint examination, and complete the examination and approval within the examination and approval time node. Article 7 The Municipal People's Government shall build a unified examination and approval management system for engineering construction projects in the whole city, and the parallel examination and approval of engineering construction projects shall all be incorporated into the online operation of the examination and approval management system.
The examination and approval management system should realize online declaration, front-line processing, real-time enjoyment of examination and approval data, seamless connection of examination and approval process, and online supervision throughout the process. Article 8 The people's governments of cities and counties (cities, districts) shall establish and improve the whole service mechanism of agency to provide services for the handling of examination and approval matters. Article 9 The operation mode of one window acceptance, one service guide, one application form and one set of application materials shall be implemented in each stage of parallel examination and approval.
Applicants can apply online or offline. After the lead department accepts or accepts the vacancy offline, it shall timely upload the application materials to the examination and approval management system for online examination and approval.
The materials that can be extracted by the lead department through the public data platform shall not be required to be provided by the applicant. Article 10 If the application materials are complete and conform to the statutory form, the lead department shall accept the application and issue a written certificate. The lead department shall accept the application matters handled by other examination and approval departments according to law, and shall accept the entrustment and application materials.
After examination, if the applicant needs to make corrections or corrections, it shall inform the applicant of the contents and time limit of the corrections or corrections at one time within two working days. If the applicant fails to make corrections within the time limit or fails to meet the requirements after correction, the examination and approval department shall make a decision not to approve. Article 11 Where the materials provided by the applicant are incomplete, but the core elements are complete, the lead department shall accept them first, and inform the content and time limit of the materials that need to be supplemented. The parallel examination and approval department shall first review the submitted application materials and make an examination and approval decision after the application materials meet the statutory examination and approval conditions. If the applicant fails to make corrections within the time limit, the examination and approval department shall make a decision of disapproval.
Acceptable application materials should be specified in the service guide. Twelfth parallel examination and approval items can be corrected by post-event supervision and will not have serious consequences, the implementation of the notification commitment system. If an application is made through the notification acceptance system, the applicant shall make a written commitment and bear the corresponding legal consequences.
The relevant departments responsible for post-event supervision shall supervise the performance of the licensee's commitments within a reasonable period of time by randomly selecting inspection objects, randomly selecting law enforcement personnel, and promptly publicizing the investigation results. If it is found that the actual situation of the licensee is inconsistent with the promised content, it shall be required to make rectification within a time limit; If it refuses to make rectification within the time limit or still fails to meet the requirements after rectification, the examination and approval department shall revoke the examination and approval decision according to law.
The list of examination and approval items and specific requirements for the implementation of the notification commitment system shall be stipulated in the service guide.
