This is illegal. Qu is the maker of RMB. Article 6 of the Regulations on the Administration of RMB in People's Republic of China (PRC) stipulates that all units and individuals should cherish RMB. It is forbidden to damage the RMB and hinder its circulation. Therefore, Qu is not allowed to sign his own coins, which is illegal.
