A rental contract without a residence permit requires proof of residence, proof of real estate and proof of identity of the landlord. At the same time, the applicant should bring his identity certificate and recent digital photo image number to the residence permit acceptance point, print the residence permit application form after the preliminary examination at the acceptance point, and issue an acceptance receipt after being signed by the applicant.

Although the Measures for the Administration of Urban Housing Leasing directly stipulates that the leasing behavior without filing and registration is invalid, it cannot stipulate the validity of the contract because it belongs to the legal documents at the level of departmental regulations.

The lessor shall, within 7 days from the date of concluding the house lease contract with the lessee, go through the house lease registration formalities at the grassroots management service station where the house is located, and fill in the following contents:

(1) Names, types and numbers of certificates, domiciles, names of actual residents, types and numbers of identity documents and domiciles of the lessor and lessee;

(two) the basic situation of the rental housing, rent and lease term;

(three) the ownership certificate or proof of the source of the house;

(4) Other contents stipulated by this Municipality.

Twelfth housing lease contract is changed or cancelled, the lessor shall, within 5 days from the date of change or cancellation of the contract, to the basic management service station where the house is located for registration change and cancellation procedures.

During the validity period of the house lease contract, if the residents change, the lessee shall inform the grass-roots management service station within 2 days from the date of change, and go through the registration formalities for change.

Thirty-fifth in violation of the provisions of the following acts, the public security organs shall be punished in accordance with the following provisions:

(1) If the lessor, lessee and real estate agency fail to go through the formalities of registration, alteration and cancellation of house lease in accordance with Articles 11 and 12 of these Provisions, they shall be ordered to make corrections and be fined from 200 yuan to 500 yuan.
