The relevant organs and organizations shall give support to the investigation and research activities put forward by the representatives. Article 4 It is the legal duty of the relevant organs or institutions to carefully handle the motions of deputies.
During the meeting of the people's Congress of the autonomous region, the secretariat of the people's Congress of the autonomous region and all delegations shall provide necessary conditions and services for the work of deputies' motions. When the People's Congress of the autonomous region is not in session, the Standing Committee of the People's Congress of the autonomous region shall provide necessary conditions for the handling of deputies' motions, and the relevant special committees shall do a good job in handling deputies' motions. Chapter II Basic Requirements for Proposals by Deputies Article 5 Deputies may make suggestions on the following matters:
(a) to formulate, amend, repeal or interpret local regulations of the autonomous region;
(two) to change or cancel the inappropriate resolutions and decisions of the Standing Committee of the people's Congress of the autonomous region;
(three) to revoke the inappropriate decisions and orders of the people's Government of the autonomous region;
(four) major issues that need to be decided or approved by the people's Congress of the autonomous region and its Standing Committee within the administrative area of the autonomous region;
(five) other matters within the scope of functions and powers of the people's Congress of the autonomous region and its Standing Committee. Article 6 The following matters shall not be put forward as representative motions:
(1) Matters within the functions and powers of the National People's Congress and its Standing Committee and the State Council;
(two) matters within the administrative authority of the people's Government of the autonomous region;
(three) local affairs that should be handled by the people's congresses at all levels below the autonomous region and their standing committees and people's governments at all levels;
(4) Matters within the jurisdiction and procuratorial power of the people's courts and people's procuratorates;
(five) the affairs of political parties, social organizations, enterprises, institutions and individuals;
(six) other matters that do not belong to the functions and powers of the people's Congress of the autonomous region and its Standing Committee. Article 7. The recall case and the motion on organizing the investigation committee on specific issues jointly proposed by the deputies shall comply with the relevant provisions of the Organic Law of People's Republic of China (PRC) Local People's Congresses and Local People's Governments at all levels. Article 8 A motion on behalf of a representative shall have a cause of action, a case basis and a plan. The cause of action should be clear, the evidence should be sufficient and reasonable, and the plan should be concrete and feasible.
When proposing laws and regulations, deputies shall also put forward draft laws and regulations and their explanations, or put forward the necessity, relevant basis and main contents of legislation. Article 9 A motion on behalf of a delegate shall be submitted case by case, and the paper specially printed for the motion on behalf of a delegate shall be used. Chapter III Delegates' Suggestions Article 10 Delegates shall conduct in-depth investigation and study through inspection, special investigation, law enforcement inspection and other activities, and make suggestions on the basis of full preparation. Article 11 Where a representative proposes a motion jointly, the lead representative shall provide the text of the motion to the representative who participates in the joint secondment, and the seconded representative shall sign the secondment after careful review; If there are conditions for collective discussion, it shall be signed after reaching an agreement through collective discussion. Article 12 A motion proposed by a delegation shall be considered by the plenary session of the delegation, passed by more than half of all the representatives of the delegation and signed by the head of the delegation. The Secretariat of the General Assembly shall sort out, classify and analyze the deputies' motions; If a bill does not meet the basic requirements, the sponsor may be suggested to revise and improve it or put forward suggestions, criticisms and opinions. Chapter iv handling of deputies' motions article 14 the people's congress of the autonomous region shall set up a motion examination Committee, which shall be responsible for the examination of deputies' motions under the leadership of the presidium of the people's congress of the autonomous region.
The motion review committee consists of a chairman, vice-chairmen and members. The candidates are nominated by the Standing Committee of the last people's congress of the autonomous region from the current deputies and approved by the preparatory meeting of the first people's congress of the autonomous region. The term of office is the same as that of the current people's congress. Fifteenth motion review committee shall hold a meeting within two days after the deadline of the motion, and after reviewing the motion on behalf of the people's Congress of the autonomous region, submit a report to the presidium of the people's Congress of the autonomous region.
The meeting of the motion review committee shall be held only when more than two thirds of the members are present. The meeting shall be presided over by the chairman. If the chairman is unable to attend the meeting for some reason, the vice chairman entrusted by him shall preside over the meeting.
The handling opinions on behalf of the motion shall be adopted by more than half of all members of the motion review committee.
