France implements centralized management of the country, and accordingly implements a centralized system in educational administration, consisting of three-level educational administrative agencies: central, school district, and provincial. France's central education administrative agency is the Ministry of National Education. The Ministry of Education oversees all types of education at all levels across the country and has broad authority. Local educational administrative agencies in France include educational administrative agencies at the school district and provincial levels. The powers of local education administrative agencies are very limited and basically have no independent power. Their main responsibility is to implement the policies of the central education administration department. A school district is not a general administrative unit, but the largest local educational administrative unit. There are no independent educational administrative agencies at the provincial level. Administrative agencies at the municipal, town and village levels are responsible for the facilities and management of elementary schools and nursery schools.
