The opinions and suggestions put forward by individual party representatives during the party congress meeting are treated as party representatives' proposals. When a party representative proposes a proposal jointly, the leading party representative shall provide the proposal text to the party representative seconded jointly, and the party representative who participates in the joint secondment shall sign the secondment after fully understanding and fully agreeing with the proposal content.

3. When the town party congress is not in session, a proposal may be made to the town party committee by one representative of the representative group and seconded by five or more representatives. Important opinions and suggestions put forward by individual party representatives during the intersessional period of the party congress are also treated as party representatives' proposals. Town Party representatives should strengthen contact with party member, the electoral unit, and concentrate on activities once a year according to the representative group to listen to and reflect party member's opinions and suggestions in a timely manner. When the Party Congress is not in session, the party representatives propose that it can be included in the work topic of the town party committee for special discussion when necessary.
