Use: Where the seals of Party committees and governments are used, reports and economic contracts involving overall work matters and submitted to the municipal party committees and governments will be received by specific contractors, filled in according to regulations and reported to the main leaders for approval, and printed by the Party and government offices; Individual work involving a certain aspect shall be examined and approved by the leaders in charge and sealed by the Party and Government Office; The use of the personal seal of the leader must be approved by the leader himself. The general business seal shall be flexibly mastered by the seal administrator. The use of the department seal shall be approved by the competent leader or department head.
3. Precautions: The seal administrator should carefully review the contents of the seal file, file important materials for future reference, and establish a seal use record. Without the approval of the leader, the seal shall not be taken out for use, and it is strictly forbidden to blank the seal. If the post of the seal administrator changes, the handover procedures shall be handled according to the regulations. Article 36 of the Regulations on the Administration of Job Files is the original document. If an electronic document needs to be converted into a paper document for filing, if the electronic document already has an electronic signature and an electronic seal, and the electronic seal is converted into a seal pattern according to regulations, the paper document does not need to be signed or sealed by an entity.
Electronic documents that meet the requirements of Chapter V of these Provisions and have no permanent preservation value or other important value, as well as electronic documents that cannot be converted into paper documents or microfilms, can only be filed in electronic form.
