General Provisions (1) This standard is formulated in combination with the characteristics of architectural decoration engineering in order to strengthen the management of enterprises engaged in the design and construction of architectural decoration engineering, maintain the order of the construction market, ensure the quality and safety of the engineering and promote the healthy development of the industry; (2) The scope of this standard refers to the interior and exterior decoration works in all kinds of construction projects (except curtain wall works); (three) this standard is the basis for verifying the qualification grade of enterprises engaged in architectural decoration engineering design and construction activities; (4) This standard has three grades: Grade I, Grade II and Grade III; (5) The project performance and performance indicators of professional and technical personnel in this standard refer to the architectural decoration projects that have passed the acceptance inspection. Technical Requirements (1) The technical person in charge of the enterprise has no less than 6 years' experience in architectural decoration engineering, and has the qualification of registered construction engineer (registered structural engineer, architect, project manager) at or above the second level or the intermediate title; (2) The enterprise shall have at least 5 professional and technical personnel with the qualification of registered construction engineer (structural engineer, project manager) above level 2. 3, technical equipment and management level (1) have the necessary technical equipment and a fixed workplace; (2) It has a perfect quality management system and operates well. Scope of contracting business (1) Enterprises that have obtained the qualification of architectural decoration engineering design and construction can engage in consultation, design, construction and integration of design and construction of architectural decoration engineering of various construction projects, and can also undertake general contracting and project management of corresponding projects (except building curtain wall engineering); (two) enterprises that have obtained the first-class qualification can undertake all kinds of architectural decoration projects without scale restrictions (except building curtain wall projects); (2) Enterprises with Grade II qualification can undertake architectural decoration projects with a single contract amount not higher than120,000 yuan (except for building curtain wall projects); (three) the enterprise that has obtained the third-class qualification can undertake the architectural decoration project with a single contract amount not exceeding 3 million yuan (except the building curtain wall project). Four. Supplementary provisions (1) When an enterprise applies for a third-level qualification to be promoted to a second-level qualification or a second-level qualification to be promoted to a first-level qualification, it shall have no illegal acts and no quality and safety accidents in the past two years; (two) the unit that has obtained the qualification certificate of architectural decoration engineering design and construction, and its original qualification certificate of architectural decoration special engineering design and the qualification certificate of architectural decoration special engineering professional contracting enterprise have been revoked or cancelled; (3) Newly-established enterprises can apply for second-level qualification or third-level qualification according to their own conditions. Any enterprise that is engaged in the design and construction of building projects in People's Republic of China (PRC) and has obtained the Business License of Enterprise as a Legal Person issued by the administrative department for industry and commerce according to law may apply for the qualification of building intelligence, fire protection facilities, building decoration, curtain wall engineering design and construction (hereinafter referred to as the qualification of integration of design and construction). 2, design and construction integration qualification grading examination and approval. The competent department of construction in the State Council is responsible for the examination and approval of the first-level qualification, and the competent departments of construction in provinces, autonomous regions and municipalities directly under the Central Government are responsible for the examination and approval of the second-level and below qualifications. 3. Design and construction integration qualification coexist with design qualification and construction qualification. Enterprises can apply for design qualification, construction qualification or design and construction integration qualification according to actual needs and corresponding standards. For enterprises with design or construction qualification, after obtaining the applied design and construction integration qualification, the qualification examination and approval department shall cancel its original design or construction qualification at the same level or at a lower level. 4, the newly established enterprises to apply for design and construction integration qualification, no more than two. When an enterprise with design or construction qualification applies for design and construction integration qualification, its application qualification level can be higher than the corresponding special design or construction qualification of the enterprise. Enterprises can apply for one or more of the four special qualifications. If you apply for multiple qualifications, you should choose one as the main qualification and the others as additional qualifications. 5. Enterprises applying for multiple design and construction integration qualifications should reach the highest value of similar indicators in various qualification standards, and at the same time meet the corresponding requirements of different types of qualification conditions. 2. Qualification application and approval procedures. To apply for the first-class qualification of design and construction integration, an application shall be submitted to the competent construction department of the people's government of the province, autonomous region or municipality directly under the Central Government where the enterprise is located in industrial and commercial registration. Enterprises managed by the State Council State-owned Assets Supervision and Administration Commission (SASAC) and their subordinate enterprises apply for qualification, and enterprises managed by SASAC apply to the competent department of construction in the State Council. The competent construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government are responsible for the acceptance of qualification applications (they can determine their own internal institutions responsible for the acceptance work), complete the examination within the prescribed time limit, and submit the examination opinions and all application materials to the competent construction departments of the State Council for examination and approval. 7, apply for design and construction integration level 2 and below, by the provinces, autonomous regions and municipalities directly under the central government, the competent department of construction to determine the acceptance and approval procedures, and is responsible for the examination and approval. The examination and approval results shall be reported to the competent construction department of the State Council for the record within the prescribed time limit. 8, qualification acceptance and examination and approval department is responsible for the review, and the review opinions shall be publicized. If there is no objection to the publicity and the license is granted, an announcement will be issued and a qualification certificate will be issued to the applicant. 9, design and construction integration qualification certificate is valid for three years. If the enterprise needs to extend the validity period of the qualification certificate upon the expiration of the validity period, it shall apply to the qualification licensing authority through the preliminary examination department within 30 days before the expiration of the validity period. If no application is made, the qualification certificate shall be withdrawn by the qualification issuing authority after its expiration. Iii. Requirements for qualification application materials 10. Enterprises need to submit the following materials when applying for the first time: (1) engineering design and construction qualification application form and electronic documents; (2) A copy of the business license of the enterprise as a legal person; (3) the capital verification certificate of the enterprise or the audited balance sheet; (4) Articles of association; (5) The identity certificate, resume and employment documents of the legal representative of the enterprise; [6] The resume of the technical person in charge of the enterprise and his/her employment documents, graduation certificate, qualification certificate or registration certificate, professional title certificate, and the project performance certificate completed by the host; (seven) the identity certificate, qualification certificate or registration certificate, and personal performance certificate of the registered employees of the enterprise (required in the qualification standard); (8) The identity certificate, graduation certificate, professional title certificate, project manager qualification certificate and personal performance certificate of unregistered professional and technical personnel of the enterprise (required in the qualification standard); (9) professional and technical personnel (including registered and unregistered personnel) are dismissed by the original employer or the personnel relationship certificate issued by the relevant personnel management department, and the labor contract and social insurance certificate signed with the current employer; ⑽ The workplace of the enterprise and the necessary technical equipment certificate; ⑾ enterprise quality management system and management system documents such as technology, safety and archives. 1 1. When an enterprise applies for qualification upgrade or addition, it shall provide the following materials in addition to the above materials: (1) the original and photocopy of the qualification certificate; (2) The audited financial statements of the enterprise in the last three years; (3) the project performance certificate completed by the enterprise. 12. An enterprise applying for design and construction integration qualification shall truthfully fill in the application form for engineering design and construction qualification, and the legal representative of the enterprise shall sign the application form and be responsible for its authenticity. After the application materials are submitted, they may not be modified. The application materials shall be clear and complete. If there is incomplete information, scrawled handwriting, unclear seal and illegible handwriting, the qualification acceptance department will not accept it. 13. When an enterprise applies for qualification, it is required to submit an application form for engineering design and construction qualification in duplicate, with one attachment and one electronic document. Attachment materials refer to other materials except the qualification application form. A copy of the attachment materials can be used, and the original is audited by the qualification acceptance department, and the copy is stamped with the seal of the original. The original and copy of the qualification certificate must be copied, and there must be no missing pages. Copy stamped with the official seal of the enterprise, registered practitioners stamped with the personal practice seal (except unregistered personnel). Where the official seal or seal is required in the materials, the copy is invalid. Attachment materials should be A4 paper, classified and bound into volumes. 14, the qualifications of professional and technical personnel, engineering achievements, technical equipment, etc. of the enterprise are reviewed by independent enterprise legal persons. Four. Interpretation of relevant indicators in qualification standard 15. Registered capital. Refers to the registered capital of an enterprise registered in the industrial and commercial department and marked on the business license of an enterprise as a legal person. 16, net assets. Refers to the balance of total assets minus total liabilities of an enterprise. According to the financial statement (balance sheet) of the enterprise. 17, project settlement income. Refers to the project price settlement income realized by the contracting enterprise, all kinds of funds collected from subcontractors as operating income according to regulations, and the design fee income collected from undertaking design tasks. Enterprises with construction and design business can combine the two incomes. According to the project settlement income or main business income in the audited financial statements of the enterprise in the past three years. Intelligent major is subject to the income from the main business. 18, independently undertake the project (enterprise performance). Refers to the task of design, construction or integration of design and construction of special projects independently completed by enterprises. The documents to be provided are: ① construction contract or design contract of building project; (2) The project completion acceptance certificate or quality acceptance certificate. For the special fire protection project, certificates such as Review Opinions on Building Fire Protection Design, Technical Test Report on Building Fire Protection Facilities and Acceptance Opinions on Building Fire Protection shall be provided; (3) engineering settlement certificate. Among them, the contract text only needs to provide one page, indicating the names of Party A and Party B, project name, scale, design or construction content, contract price and signatures and seals of both parties. 19, engineering performance of enterprise technical director and professional and technical personnel. Refers to the task of design, construction or integration of design and construction of special projects presided over by these people. Certificate issued by the unit where the task is completed or by the owner (see the basic situation and performance table of technical backbone in the document No.274 [2006] of Jian Ban Han Shi). 20, professional and technical personnel. Refers to the engineering and technical personnel who sign labor contracts with enterprises according to law, including registered practitioners and unregistered practitioners. The labor contract only needs to provide one page, indicating the names of both parties, the term of the contract and the signatures and seals of both parties. For registered practitioners, only their registered practice certificates are assessed, not their professional titles. Qualification examination, should review the qualification certificate or registration certificate, proof of the termination of the labor contract with the original unit and the labor contract signed with the current employer. To apply for registration of change, it shall provide the certificate of consent to change issued by the original registered enterprise, the enterprise that changed and the original provincial registration administration department. Professional technicians in automation, communication information and computer required by the intelligent qualification standards can be held by similar professional technicians, among which automation majors are: electronics, instrumentation, machinery, electricity, computer applications, etc. The majors with similar communication information are: wired communication, wireless communication, satellite communication, microwave, radio and television, computer application, public equipment, etc. Computer-related majors include: computer system, network, software design, etc. The number of professional and technical personnel required in the qualification standard of building curtain wall includes the sum of enterprise technical director, registered structural engineer, registered builder (project manager) and other professional and technical personnel. 2 1. The registered practitioners required in the qualification standard shall be assessed according to the conditions of professional and technical personnel with corresponding titles and academic qualifications who have been engaged in this profession for more than ten years under the condition that the country has not implemented the registered practice system. For example, registered electrical engineers can be replaced by engineers with intermediate or above titles in electrical or similar majors (power generation, power transmission and transformation, power supply and distribution, building electrical, electrical transmission, power system, industrial and enterprise automation, automatic control, electromechanical integration, electromechanical installation, computer application, etc.). ) and professional technicians with more than 10 years of professional experience. At the same time, professional and technical personnel with registered practice qualifications can be assessed among professional and technical personnel and registered personnel at the same time. If a newly established enterprise applies for qualification, the validity period of its qualification certificate is tentatively set at three months. The enterprise shall go through the formalities for changing the registered practitioners within three months after obtaining the qualification certificate, hold the registered practitioners' registration certificate and valid practice seal, and receive the qualification certificate valid for three years after being audited by the qualification certificate issuing authority. 22. Technical equipment. Refers to the main technical equipment to meet the needs of enterprises engaged in design, construction, production and operation. Enterprises that have passed the quality system certification can provide effective quality system certification, and those that have not obtained certification can provide enterprise quality management system documents; The technical, financial, management, safety, personnel, archives and other management documents of an enterprise only need to provide a page with the file name and document number and stamped with the official seal of the enterprise, and the original management system shall be checked by the preliminary examination department at the time of acceptance and preliminary examination. 24.
