In order to further promote "Internet+government services" and realize the goal of digital license management, our province will launch two electronic registration certificates for construction engineers (including temporary ones). The relevant matters are hereby notified as follows:
I. Activation of electronic registration certificate
Since 20 18, 12 and 1, two electronic registration certificates for builders have been activated in our province. 20 18, 12, 1 to 12, 3 1 adopt electronic registration certificates and issue paper registration certificates at the same time. After 2065438+0965438+1 October1,only the electronic registration certificate will be used, and the paper registration certificate will be discontinued. Paper certificates that have been issued and are valid can continue to be used. In the future, electronic registration certificates will be issued when initial, additional, new, changed and extended services are handled.
Two. Processing of electronic registration certificate
Log in to the second-level registration management information system (personal edition), select the "electronic license-photo upload" module, and upload 2-inch blue photos. Those who have obtained the qualification of second-class constructor will automatically obtain the electronic registration certificate after successful registration, and the registered personnel will obtain the electronic registration certificate after uploading photos.

According to "People's Republic of China (PRC) Electronic Signature Law" and "Anhui Internet Government Service Measures", the electronic certificate generated according to the requirements of safety regulations has the same legal effect as the paper certificate. The local administrative department of housing and urban-rural construction shall recognize the electronic registration certificate issued in the management of real-name registration system, enterprise qualification, project bidding, construction permit, project quality and safety, law enforcement supervision and inspection, and completion acceptance filing.
