20 13 During the two sessions of the National People's Congress, Wu, member of Chinese People's Political Consultative Conference and deputy director of the General Administration of Press and Publication, submitted a proposal to promote reading for all as a national strategy. Members 1 15, such as Ge, Bai, Chen and He Jianming, who have important influence in the society, all signed the proposal.
According to the proposal, the major developed countries in the world regard it as one of the core elements of national comprehensive strength and promote reading for all at the height of national strategy. There are three ways to promote reading: the government legislates to protect reading, sets up special institutions to promote reading, and the head of state personally advocates reading.
The proposal proposes to formulate and implement a national reading strategy, and puts forward five specific suggestions:
First, set up the National Reading Steering Committee, strengthen leadership, coordinate the resources of various localities and departments, and form a joint force; Establish a long-term mechanism and form a long-term national strategy; Solve the key and difficult problems in the national reading work.
The second is to set up a national reading festival, which can be designated as September 28, Confucius' birthday.
The third is to legislate for reading for the whole people. The National People's Congress promulgated the Law on Reading for the Whole People, and the State Council promulgated the Regulations on Reading for the Whole People, which brought the promotion of reading for the whole people into the legal track in the form of laws and regulations.
The fourth is to formulate a national reading plan as a guiding document to carry out national reading.
The fifth is to establish a national reading fund and build a key project of reading for all.
