Article 1 is to further improve the management services for retired soldiers work, protect the legitimate rights and interests of retired military personnel, allow retired military personnel to be respected and respected by the whole society, and give full play to the active role of retired military personnel in building an economically strong province and a beautiful Hebei in the new era. Regulations", "Interim Measures for the Management and Services of Veterans in Hebei Province" and other relevant provisions, these measures are formulated based on actual conditions.
Article 2 Officers, civilian cadres and soldiers who retire from active service in accordance with the provisions of the "Law of the People's Republic of China on Active Service Officers", "Regulations on Civilian Cadres of the Chinese People's Liberation Army" and "Service Regulations of Active Soldiers of the Chinese People's Liberation Army" , are the preferential treatment targets for retired military personnel stipulated in these Measures, and enjoy preferential treatment in accordance with the provisions of these Measures.
Article 3 The departments in charge of retired military affairs at all levels are responsible for the preferential treatment of retired military personnel within their respective administrative regions.
Article 4: Retired soldiers can use the “Hebei Province Veterans’ Preferential Treatment Certificate” (hereinafter referred to as the “Preferential Treatment Certificate”) issued by the Hebei Provincial Department of Veterans Affairs in public places within the administrative region of Hebei Province** *Service agencies and venues enjoy priority or preferential treatment.
Article 5: Retired military personnel may visit railways, highways, aviation, ports, finance, parks, scenic spots, tourist attractions, museums, memorial halls, open cultural relics protection units, and citizens within the administrative region of the province. Public service institutions and places such as service centers enjoy priority services. All relevant units should set up priority service windows or priority service signs.
Article 6: With the "Preferential Treatment Certificate", retired military personnel enjoy priority registration and other services at local medical service institutions within the administrative region of the province. Medical institutions should set up veterans’ priority signs.
Article 7: Retired soldiers who visit parks, scenic spots, tourist attractions, museums, memorial halls, open cultural relics protection units and other places invested and established by the government within the administrative region of the province are free of charge with the "Preferential Treatment Certificate" fee. Encourage private tourist attractions, museums, memorial halls and other places to provide preferential treatment to retired military personnel.
Article 8: Retired military personnel have priority in handling civil affairs services based on their "Preferential Treatment Certificate". Those who live in public nursing homes should be given priority for adoption or stay if the conditions are the same. Eligible orphaned veterans will be arranged to stay in nursing homes such as Honor Homes and Nursing Homes on a voluntary basis.
Article 9 The provincial department in charge of retired military affairs is responsible for the unified production of the "Preferential Treatment Certificate", and the funds are coordinated by the Provincial Department of Finance.
Article 10 The county (city, district) department in charge of retired military affairs is responsible for issuing "Preferential Treatment Certificates" to retired military personnel with local registered residence and is responsible for verification, replacement and other work. The "Preferential Treatment Certificate" is reviewed every 2 years. If the holder commits any illegal, disciplinary, or irregular behavior, his or her "Preferential Treatment Certificate" will not be subject to annual inspection, and the qualification for preferential treatment will be cancelled. If it expires without verification, it will automatically expire and you will not be able to enjoy relevant preferential treatment. If a person who enjoys preferential treatment in public security services is punished by public security management, has a bad impact, or is criminally punished for a crime, his or her "Preferential Treatment Certificate" shall be withdrawn by the county-level department in charge of retired military affairs. For those who are able to proactively correct their mistakes and actively eliminate negative impacts after being punished by public security organs for public security management, the issuance of "Preferential Treatment Certificates" can be resumed with the approval of the county-level retired military affairs department.
Article 11 The "Preferential Treatment Certificate" can only be used by the individual and cannot be altered or lent. If it is lost or damaged, it must be replaced in time. Those who forge or defraud the "Preferential Treatment Certificate" will be dealt with by judicial organs in accordance with the law; those who alter or lend the "Preferential Treatment Certificate" to others will have their "Preferential Treatment Certificate" confiscated by the county-level department in charge of retired military affairs and will no longer enjoy the privileges within 2 years. Article 12: Issue the "Preferential Treatment Certificate for the Survivors of Martyrs" to the bereaved families of martyrs, issue the "Preferential Treatment Certificate for the Survivors of Soldiers who died on duty" to the bereaved families of soldiers who died in the line of duty, and issue the "Preferential Treatment Certificate for the Survivors of Soldiers who died due to illness" to the bereaved families of soldiers who died due to illness. 》, and shall be implemented in accordance with the provisions of these Measures.
Article 13 Active military personnel shall enjoy preferential treatment stipulated in these Measures with valid documents.
Article 14 The specific interpretation of these measures shall be undertaken by the provincial department in charge of retired military affairs.
Article 15 These Measures will come into effect on December 30, 2018.
