Article 3 The standing committees of provincial and municipal people's congresses and the working committees of regional people's congresses (hereinafter referred to as the working committees of regional people's congresses) shall provide necessary conditions for putting forward and handling suggestions, criticisms and opinions of deputies; The offices of the Personnel Committee of the Provincial People's Congress, the Standing Committee of the Municipal People's Congress and the Working Committee of the District People's Congress shall provide services for the suggestions, criticisms and opinions put forward and handled by the deputies. Chapter II Basic Requirements for Suggestions, Criticism and Opinions of Deputies Article 4 Deputies shall put forward suggestions, criticisms and opinions on the work of the provincial people's congress and its Standing Committee, the provincial people's government and its subordinate departments, the provincial higher people's court, the provincial people's procuratorate and other organs and organizations around major issues in the province's political, economic, cultural and social life and issues of general concern to the people. Article 5 The following circumstances shall not be put forward as suggestions, criticisms and opinions of deputies:
(a) to solve personal problems involving representatives and their relatives and friends;
(2) Letters from people's representatives;
(3) It belongs to academic discussion;
(four) belonging to product promotion;
(five) the lack of actual content, unable to operate;
(six) the provisions of laws and regulations should not be used as representative suggestions, criticisms and opinions. Sixth deputies' suggestions, criticisms and opinions should be realistic, concise, informative, analytical and specific.
Representatives' suggestions, criticisms and opinions shall be discussed item by item, and special papers for deputies' suggestions, criticisms and opinions shall be printed uniformly and signed by the representatives themselves. Chapter III Suggestions, Criticism and Opinions of Deputies Article 7 Deputies, through inspections, investigations, symposiums, visits, etc., keep close contact with the original electoral units and the people, and actively put forward suggestions, criticisms and opinions on all aspects of work in this province according to the opinions and demands of the people. Article 8 The suggestions, criticisms and opinions of deputies may be put forward by one representative or jointly by several representatives. Where suggestions, criticisms and opinions are put forward jointly, the lead representative shall take appropriate measures to make other joint representatives understand the contents of the suggestions, criticisms and opinions. Representatives participating in the joint name shall confirm that suggestions, criticisms and opinions can truly express their wishes. Ninth delegates can use a special envelope printed with "important opinions and suggestions of provincial people's congress deputies" to send important suggestions, criticisms and opinions (referred to as direct suggestions) directly to the members of the meeting of directors of the Standing Committee of the provincial people's congress. The members of the meeting of directors shall personally open and read the special appraisal letter of "Important Opinions and Suggestions of Provincial People's Congress". Article 10 The suggestions, criticisms and opinions put forward by delegates during the meeting of the General Assembly shall be accepted by the Secretariat of the General Assembly. The suggestions, criticisms and opinions put forward by the deputies during the intersessional period shall be accepted by the Personnel Committee of the Provincial People's Congress. Chapter IV Assignment of Delegates' Suggestions, Criticism and Opinions Article 11 The suggestions, criticisms and opinions put forward by delegates during centralized inspection before the NPC are summarized by the provincial and municipal people's congress standing committees and the office of the regional people's congress working committee, and the personnel committee of the provincial people's congress promptly submits them to the relevant organs and organizations for study and handling, and the results will be answered in writing at the NPC session.
The suggestions, criticisms and opinions put forward by the representatives during the meeting of the General Assembly shall be submitted by the Secretariat of the General Assembly to the relevant organs and organizations for study and handling according to their contents.
The suggestions, criticisms and opinions put forward by the deputies during the intersessional period, as well as the direct suggestions read and approved by the members of the meeting of directors of the Standing Committee of the Provincial People's Congress, shall be submitted by the Personnel Committee of the Provincial People's Congress to the relevant organs and organizations for study and handling.
On behalf of the suggestions, criticisms and opinions can be assigned online. The Personnel Committee of the Twelfth Provincial People's Congress shall make a comprehensive analysis of the suggestions, criticisms and opinions put forward by the deputies during the meeting of the General Assembly, and put forward the suggestions, criticisms and opinions of the deputies that need to be dealt with emphatically. If they belong to the provincial people's congress and its Standing Committee, the provincial higher people's court, the provincial people's procuratorate and other organs and organizations, the personnel committee of the provincial people's congress shall be responsible for coordinating and determining the organizers and co-organizers; Belonging to the provincial people's government and its subordinate departments, the general office of the provincial people's government is responsible for coordinating and determining the organizers and co-organizers The organizer is responsible for answering the delegates. Fourteenth organizers should determine the person responsible for handling suggestions, criticisms and opinions on behalf of the online work. On behalf of the suggestions, criticisms and opinions within the scope of functions and powers of the department, it is necessary to sign the study in time; Suggestions, criticisms and opinions that do not belong to the scope of functions and powers of the deputies shall be returned within five days and the reasons shall be explained. For the suggestions, criticisms and opinions of the returned representatives, the assigned units should carefully analyze the reasons and re-determine the organizer. The original undertaking department shall not handle it by itself.
