In order to implement the Opinions of the Ministry of Education and the Ministry of Finance on Implementing the Undergraduate Teaching Quality and Teaching Reform Project in Colleges and Universities (Jiao Gao [27] No.1) and Several Opinions of the Ministry of Education on Further Deepening the Undergraduate Teaching Reform and Comprehensively Improving the Teaching Quality (Jiao Gao [27] No.2) Constantly improve the practical and innovative ability of college students, according to the overall arrangement of "Teaching Quality and Teaching Reform Project in Colleges and Universities in Jiangsu Province", our office decided to launch the practical and innovative training plan for college students in Jiangsu Province. The following implementation measures are hereby formulated:

1. Implementation Purpose

To further promote the teaching reform of higher education, promote the innovation of personnel training mode and teaching methods, encourage and support college students to participate in innovative activities such as scientific research, technological development and social practice as soon as possible, constantly stimulate students' initiative, enthusiasm and creativity in learning, improve their scientific and cultural qualities, and cultivate their innovative spirit, entrepreneurial spirit and practical ability.

Second, the principle of project establishment

1. Pay attention to process participation. The implementation of college students' practical innovation training plan pays more attention to the research process of practical innovation. Under the guidance of tutors, students are guided to choose their own topics, design their own experimental training, set up experimental training equipment, carry out experimental training, analyze and process data and write summary reports, so as to continuously improve their self-learning ability, unity and cooperation ability and organization and implementation ability.

2. Pay attention to practice and innovation. Encourage students to combine disciplines and majors, start from their own strengths and interests, actively participate in experimental practice activities, and put forward their own views and opinions in the process of practical training of exploration, research and innovation.

3. Pay attention to practicality. The training plan focuses on projects with novel ideas, clear objectives, feasible research schemes and technical routes, and reliable implementation conditions.

III. Sponsors

The applicants for the training program are undergraduate and junior college students or innovative teams of ordinary colleges and universities in the province, and there are no more than 2 project directors. Training programs are not limited to disciplines and majors, and topics are selected in a certain range according to students' interests.

Fourth, the scope of the topic

1. Sub-projects related to teachers' research and technology development (services);

2. Open comprehensive, designed and innovative experiments and training projects in laboratories, training or practice bases;

3. Inventions, creations, designs and other production projects;

4. Professional research and innovation projects, entrepreneurial plans and career planning innovation projects;

5. Social investigation project;

6. Other projects with research and practical value.

V. Number of projects approved

Build a three-level college students' practical innovation training plan implementation system. Provincial projects are selected from school-level projects, and national projects are recommended from provincial projects.

In the form of project management, college students are funded to carry out research-based learning and innovative experimental training, and 5, projects (including individual projects and team projects) are funded, including 3, undergraduate projects and 2, higher vocational colleges.

VI. Basic conditions for application

1. The applicant has excellent academic performance, a certain sense of innovation and spirit of research and exploration, is good at independent thinking, and has basic scientific research quality and ability.

2. The instructor has rich practical teaching experience and has the title of subtropical high or above, and is responsible for guiding students to practice and innovate training in the whole process. Encourage front-line experts from industries and enterprises to serve as instructors.

3. The school can provide free experimental training venues and equipment for students' practical innovation training, and support students to complete training projects.

4. The school has a special person who is responsible for organizing and coordinating college students' practical and innovative training activities, matching funds in place, and improving supporting policies, which can create a good environment for students to implement training projects.

5. Give priority to the projects declared by the innovative teams across schools, departments, majors and grades.

6. The same student can't declare the same project repeatedly within five years.

VII. Organization and management

1. Project application: Based on the school, it is recommended to apply for provincial funded projects from the practical and innovative training programs for college students.

2. Evaluation and project establishment: On the basis of school application, expert evaluation and public supervision, the Provincial Department of Education formally establishes the provincial project establishment, and at the same time selects and recommends the national innovative training programs for college students.

3. process management: the school is specifically responsible for organizing and managing the training projects, and the project construction period is 1-2 years, and the construction period of individual comprehensive teams can be appropriately extended by 1 year. The Provincial Department of Education established the "online exchange platform for the practical and innovative training plan of college students in Jiangsu Province" to supervise the implementation of the project in a timely manner and strengthen the learning exchange among students.

4. Acceptance assessment: After the training program is finished, the school will organize the project acceptance, and report the acceptance results and the essence of the practical and innovative training program for college students (about 3, words for each project) to the Provincial Department of Education. The Provincial Department of Education will select the best to summarize and promote publicity.

Training programs are not limited to disciplines and majors, and topics are selected within a certain range according to students' interests. Please don't duplicate the training items with the students' graduation project (thesis). the practical and innovative training program for college students is designed to further promote the teaching reform of higher education, promote the innovation of talent training mode and teaching methods, encourage and support college students to participate in innovative activities such as scientific research, technological development and social practice as soon as possible, and continuously improve their innovative spirit, entrepreneurial spirit and practical ability. All schools should organically combine the practical and innovative training plan for college students with the training of innovative talents in schools, and organically combine it with various teaching reforms such as teaching content, curriculum system, practical teaching, operation management, etc., and define the person in charge to ensure the implementation effect of the training plan.

the application and daily organization and management of the training plan shall be the specific responsibility of the educational administration department of the school. The Provincial Department of Education inspects the effectiveness of school organization and management every year, and takes the inspection results as an important basis for project evaluation.
