The 165km section of the Yangtze River flowing through Hunan Province is in Yueyang City, which is also the most dangerous section of the Yangtze River-the south bank of Jingjiang River. Yueyang is located in the natural barrier of the Yangtze River and has been a flood discharge area since ancient times. After liberation, a coherent Yangtze River levee was built here. The audit team decided to launch an all-round audit offensive from the aspects of project management, supplier background, project site records, financial information and capital flow.

After investigating the procurement and bidding of block stones in the repair and defense department, the auditors found that the procurement of block stones before 200 1 was not subject to bidding, and all of them were directly supplied by the second-class corporate revetment development company under the department. From 2002 to 2003, the Department of Peacekeeping Operations conducted false bidding through illegal means such as self-editing, self-bidding and self-evaluation, and identified these four suppliers. The situation of engineering supervision and measurement is even more chaotic. Yong 'an Supervision Company under the Department of Maintenance and Prevention, through "cooperation" with the Yangtze River Committee Supervision Center and Hunan Water Conservancy Supervision Company, dispatched deputy directors and a large number of on-site supervision personnel to directly participate in the construction supervision of all river sections, involving stone measurement and throwing. Typically, in 2002, 4 1 of the 50 on-site supervisors came from Yong 'an Supervision Company, which actually controlled the engineering quantity and measurement of engineering construction, and made a profit of 2.27 million yuan. From 2000 to July 2004, the surveying and mapping team under the Maintenance and Prevention Department undertook all the construction survey and completion survey tasks before and after riprap, and actually controlled all the construction survey and completion survey, with a profit of 6.5438+0.85 million yuan.

This is too obvious. We manage our own money, supply our own goods, build our own projects, supervise our own projects and measure our own measures. "The imaginary volume is 70%, but the supervisor requires the contractor to fill in the construction log according to the designed riprap volume and sign the as-built drawing.

Fraud is so rampant that even the builders who can benefit can't stand it, so I wrote down these construction logs. The audit team specially invited a builder at that time (now retired) to verify the situation, thus verifying the cheating means of the virtual party.

Under the operation of "one-stop" mode, the funds of national debt revetment project flow out in various names and forms. According to the audit, from 2000 to June 2003, only four suppliers collected 6.7 million yuan of treasury bonds in the form of stone business profits.
