Concealed engineering surprised 600 thousand imaginary square
The 165km section of the Yangtze River flowing through Hunan Province is in Yueyang City, which is also the most dangerous section of the Yangtze River-the south bank of Jingjiang River. Yueyang is located in the natural barrier of the Yangtze River and has been a flood discharge area since ancient times. After liberation, a coherent Yangtze River levee was built here. Every year during the flood season, when the water level in Chenglingji reaches 33 meters, people begin to panic, stop production and guard the embankment, and are ready to pack up their belongings and evacuate at any time; When the water level reached 34 meters, people began to move; When the water level reaches 35 meters, everyone must evacuate. 1998 after the devastating flood in the Yangtze River, the CPC Central Committee decided to invest huge sums of money to reinforce and repair the Yangtze River levee to protect the lives and property of people along the coast. The construction of the dyke in Hunan section of the Yangtze River trunk dyke received 654.38+347 million yuan of national debt funds.
"This is a key project of national debt funds, which is related to the life and property safety of tens of millions of people." Director Chen, then deputy head of the audit team, introduced that last year, when the Shenzhen audit team audited the construction funds of the Hunan section of the Yangtze River embankment from 2000 to 2003, it focused on auditing hidden projects. The project is under the responsibility of Yueyang City Maintenance and Prevention Department, which mainly implements underwater riprap in the dangerous section of the 22km river embankment, that is, paving stones at the foot of the embankment according to the design requirements, which plays an important role in revetment and foundation reinforcement. The estimated budget of the project and the actually completed investment are both 346 million yuan, all of which are solved by the national debt funds.
The mission is sacred and the responsibility is great. Eight auditors devoted themselves to the audit work with a high sense of responsibility. After carefully examining the purchase and sale accounts of four stone suppliers, we found an amazing black hole: Yueyang Yangtze River Dike Development Company (hereinafter referred to as the "development company"), Huarong Water Conservancy Quarry, Junshan Mashi Company and Zhonghui Mining Company (hereinafter referred to as the "four suppliers"). From 2000 to 2003, the total amount of stone supplied to the repair and defense department was actually more than the total amount of stone purchased by four suppliers in the same period. The purchase and sale were seriously upside down, and the 600,000 stones that came out of thin air surprised the auditors in a cold sweat.
Audit reveals the truth of virtual parties.
The audit team decided to launch an all-round audit offensive from the aspects of project management, supplier background, project site records, financial information and capital flow.
After investigating the procurement and bidding of block stones in the repair and defense department, the auditors found that the procurement of block stones before 200 1 was not subject to bidding, and all of them were directly supplied by the second-class corporate revetment development company under the department. From 2002 to 2003, the Department of Peacekeeping Operations conducted false bidding through illegal means such as self-editing, self-bidding and self-evaluation, and identified these four suppliers. The bidding agents of Huarong Water Conservancy Quarry, Junshan Mashi Company and Zhonghui Mining Company are all employees of the Maintenance and Defense Department. After the three companies won the bid, the repair and defense department immediately set up its own stone business department in its name, and the manager of the business department was Zhou and Deputy Director of the office of the repair and defense department. Another "winning bid" unit is simply a subordinate development company. In this way, the repair and defense department directly controls the procurement and supply of stones. In the engineering construction, one third of the engineering quantity is monopolized by Yueyang Jian 'an Company represented by Wei Liu.
The situation of engineering supervision and measurement is even more chaotic. Yong 'an Supervision Company under the Department of Maintenance and Prevention, through "cooperation" with the Yangtze River Committee Supervision Center and Hunan Water Conservancy Supervision Company, dispatched deputy directors and a large number of on-site supervision personnel to directly participate in the construction supervision of all river sections, involving stone measurement and throwing. Typically, in 2002, 4 1 of the 50 on-site supervisors came from Yong 'an Supervision Company, which actually controlled the engineering quantity and measurement of engineering construction, and made a profit of 2.27 million yuan. From 2000 to July 2004, the surveying and mapping team under the Maintenance and Prevention Department undertook all the construction survey and completion survey tasks before and after riprap, and actually controlled all the construction survey and completion survey, with a profit of 6.5438+0.85 million yuan.
This is too obvious. We manage our own money, supply our own goods, build our own projects, supervise our own projects and measure our own measures. Concealed engineering has completely become a transaction between left and right hands, supervision and measurement between left and right hands. The defense department is both an athlete and a referee, and the proper supervision and balance mechanism is completely ineffective. National debt funds have become a fish on the chopping board, and the quality of the project has become a child's play. How much is it?
The reporter saw the on-site record of the virtual party in the construction log of audit and evidence collection. In the log of a bid section in 2002, the builder recorded on the same day: "Today, the volume of the stone thrower is seriously insufficient, but two groups of 30 people can throw 3,532 cubic meters, with an average of 1 18 cubic meters (2 12 tons). It is understood that the quota of throwing stones per person per day is only 40 cubic meters (72 tons), and on this day, everyone actually worked for three days. There is also a construction log that reads: "The loading capacity of the transport ship is seriously insufficient. After counting 70 cubic meters of stones on board, only 174 stones exceeded 100 kg, of which 13 stones exceeded 300 kg, and the actual loading capacity was only 30% of the acceptance number. "The imaginary volume is 70%, but the supervisor requires the contractor to fill in the construction log according to the designed riprap volume and sign the as-built drawing.
Fraud is so rampant that even the builders who can benefit can't stand it, so I wrote down these construction logs. The audit team specially invited a builder at that time (now retired) to verify the situation, thus verifying the cheating means of the virtual party.
Under the operation of "one-stop" mode, the funds of national debt revetment project flow out in various names and forms. According to the audit, from 2000 to June 2003, only four suppliers collected 6.7 million yuan of treasury bonds in the form of stone business profits. In the middle, it does not include the national debt funds collected at all levels in various links such as quarrying, transportation, lifting, throwing, supervision and measurement.
