Article 1 In order to strengthen the management of Chinese characters in society and maintain the uniformity of Chinese characters, these Provisions are formulated in accordance with the relevant provisions of the state and the actual situation of this Municipality. Article 2 The social Chinese characters mentioned in these Provisions refer to public and schematic Chinese characters, including:

(a) well-known brand figures of organs, organizations, enterprises and institutions;

(2) Plaques, slogans, place names, building walls and various signs;

(three) registered trademarks, advertisements, signs and commodity names, packaging, description and other words;

(4) Characters used in newspapers, periodicals, books and audio-visual products;

(five) official documents, official seals, certificates, awards, windows, screens and other words;

(6) Characters for word information processing such as computers and typewriters;

(seven) school, kindergarten teaching characters and campus characters;

(eight) other public and schematic social figures. Article 3 All units and individuals who use Chinese characters in society within the administrative area of this Municipality shall abide by these Provisions. Article 4 The Municipal Working Committee on Language and Characters is the comprehensive management department of social characters in this Municipality, which implements unified management of social characters in this Municipality and is responsible for organizing the implementation of these Provisions. Article 5 The daily management of Chinese characters in society shall be managed by different departments under the unified supervision and guidance of the municipal comprehensive management department of Chinese characters in society:

(a) city, district, county-level city language work committee office in accordance with the authority responsible for the supervision and management of organs, organizations, institutions, plaques, slogans and famous brands and building wall characters;

(two) the press and publication department is responsible for the supervision and management of the words used in publishing;

(three) the departments of culture, radio and television are responsible for the supervision and management of film and television pictures and performers;

(4) The administrative department for industry and commerce is responsible for the supervision and management of words used in trademarks, advertisements, signs, enterprise nameplates and commodity packaging;

(five) the government office (room) is responsible for the supervision and management of official documents;

(six) the land department is responsible for the supervision and management of the use of Chinese characters in place names;

(seven) the public security department is responsible for the supervision and management of all kinds of official seals;

(eight) the education department is responsible for the supervision and management of teaching, teaching materials and campus characters;

(nine) the highway department is responsible for the supervision and management of road signs and other characters along the highway;

(ten) other Chinese characters in society are supervised and managed by the comprehensive management department of Chinese characters in society. Article 6 Chinese characters used in society shall follow the unified standards promulgated by the state:

(1) Simplified Chinese characters shall be subject to the Summary of Simplified Chinese Characters 1986 approved by the State Council;

(2) Variant characters shall be subject to the list of variant characters published by 1955;

(3) The characters used for printing shall be based on 1988 "Modern Chinese Common Characters List" published by the State Language Committee and the Press and Publication Administration;

(four) the use of Chinese phonetic alphabet should be based on the "Chinese Phonetic Scheme" 1958 adopted by the Fifth Session of the First National People's Congress;

(5) Spelling and word segmentation shall be subject to the Basic Rules of Chinese Pinyin Orthography issued by the State Education Commission and the State Language Commission 1988. Article 7 The following Chinese characters shall not be used in Chinese characters used in society:

(1) Simplified Chinese characters in the National Summary of Simplified Chinese Characters 1986;

(2) Simplified Chinese characters defined in the Second Chinese Character Simplification Scheme (Draft) abolished by the State 1986;

(3) Variants excluded from the first variant in1955;

(four) the old translation of 1977 of the unit of measurement eliminated by the state;

(5) Old glyphs eliminated by the state in 1965;

(six) other types of self-made words and typos. Eighth any of the following non-standard words, should be temporarily retained:

(a) Mao Zedong, Zhou Enlai, Zhu De, Liu Shaoqi, Deng Xiaoping and other proletarian revolutionaries of the older generation handwritten signs, plaques, titles, headlines, mastheads (excluding "word collection");

(2) Signboards, plaques, titles, headers and mastheads inscribed by late cultural celebrities (such as Lu Xun and Guo Moruo) (excluding "assembling");

(3) The autograph of the book author in the above inscription;

(4) Signs of some time-honored enterprises founded before the founding of the People's Republic of China;

(five) Xinhua Bookstore, post office, bank and other national unified signs and plaques, unified by the state;

(six) in recent years, the new production and expensive (the production cost of words is more than 5000 yuan) of large signboards, which have irregular words, should be corrected as much as possible. If it is indeed difficult, it may be temporarily unchanged after being approved by the office of the Municipal, District and County-level Municipal Language and Literature Working Committee, but the units using Chinese characters must hang exquisite non-temporary standard plates in a conspicuous position, and ensure to switch to standard characters at an appropriate time. Article 9 In general, horizontal lines must be written from the left, and vertical lines must be written from the right to the left. Chinese characters and hanyu pinyin must be used together, and hanyu pinyin cannot be used alone. Tenth foreign-related social characters, such as foreign languages and Chinese characters, must be Chinese characters, and foreign languages are not allowed to be used alone. Eleventh who do not conform to the provisions of the social characters, text using units or individuals should correct themselves within 30 days from the date of promulgation of these provisions. It is determined that it is difficult to make corrections within a time limit. With the approval of the municipal, district, and county-level city language and writing committees in conjunction with relevant departments, signs with standardized writing can be temporarily hung, but they should be corrected when the Chinese character carrier is repaired or replaced.
