On April 13 this year, the Ministry of Housing and Urban-Rural Development issued "Opinions on Improving the Efficiency of Online Housing Signing and Filing Service" (hereinafter referred to as "Opinions"). The "Opinions" include five aspects: First, comprehensively collect real estate information; Second, provide automatic verification service; Third, optimize the online signing filing service; Fourth, improve the efficiency of data use; Fifth, promote national network construction.
In terms of "optimizing the online signing and filing service", the Opinions clearly put forward that "Internet plus online signing" should be promoted, the "Internet Hall" model should be actively promoted, the use of electronic contracts for housing transactions should be encouraged, and technologies such as big data, face recognition, electronic signature and blockchain should be used to speed up the construction of mobile service terminals, so that online housing signing and filing can be handled by hand without meetings. Real-time filing of online housing transaction contracts will be implemented. After the parties sign the contract, they can realize real-time filing through relevant technical means, generate filing codes, and automatically update the house transaction status information in the real estate table.
At present, Hangzhou Housing Authority has launched a "cloud signing contract" for commercial housing transactions. "Cloud signing" has been applied in many real estate development enterprises and intermediaries. A well-known Internet second-hand housing trading platform has also recently launched an online electronic signing system. The buyer and the seller are thousands of miles apart, and the two sides signed the contract online with the help of the intermediary. This trading model not only innovates the trading experience of buyers and sellers, reduces the transaction cost, but also improves the working efficiency of real estate agents.
The "cloud sign" launched by Hangzhou Housing and Housing Management Bureau is also this model. Buyers and sellers can sign online contracts for housing transactions through mobile phones without going to the scene, using electronic signatures, witness identification and other technologies.
