4. Competition venue
(1) The playing field is a right-angled fan-shaped area, and both sides of the right angle are the boundary lines that distinguish the out-of-bounds area from the out-of-bounds area. Within the two sides of the line is the boundary area; Beyond the two sides of this line is out of bounds. Both in-bound and out-of-bounds areas are effective areas for the competition. The boundary is divided into infield and outfield. The infield is square with a base at each corner. The base at the acute angle on the same horizontal plane is home plate, and the counterclockwise direction is first base, second base and third base respectively. The area outside the infield is the outfield. The playing field must be flat without any obstacles.
(b) Site size
The distance between the side bars in the infield is 27.43 meters. The distance from the front center of the pitcher's plate to the sharp corner of the home plate is 18.44 meters. The area not less than 18.29 meters behind home plate and on both sides of the line is out of bounds of the effective competition area. The acute angle of the left and right home plate is not less than 76.20 meters. A back fence should be set at 18.29 meters behind the sharp corner of home plate. The clear height exceeds 4 meters. Fence or purse seine should be set around the site, with a height of more than 2 meters.
Note: After (1)1958 June1,the baseball field built by professional balls should extend to at least 97.54 meters, and the distance from home plate to center field should be at least 12 1.92 meters.
(2) According to China's situation, if there are difficulties, the length of two sideline lines can be set as 9 1 m, the distance from home plate to outfield through second base can be set as108m, and the distances from home plate to back fence and two sideline lines to purse seine can be set as15m.
(3) On-site drawing method
First of all, we must determine the hitting direction and home plate position. (that is, the center line of the longitudinal axis of the field) In order to avoid sunlight, it is best to set the home plate in the southwest-west position of the field. Then nail a small wooden stake at the sharp corner of home plate, tie a long rope (at least 54.86m) to the stake, and tie a knot (mark) at18.44m, 27.43m, 38.79m and 54.86m respectively, and pull the rope to the ground in the east-northeast direction. First nail a small wooden stake at 18.44 meters, which is the front center of the pitcher's board. Nail a small stake at 38.79 meters, which is the center of second base. Then tie the 54.86-meter knot to the stake on second base and the other end to the stake on home plate. Hold the 27.43m knot and straighten it to the right. Nail a small stake at the knot of 27.43m, which is the outer corner of the first base, and then straighten it to the left according to the above method, which is the outer corner of the third base.
In order to check the position of each base, one end of the long rope can be tied to the stake of the first base, tied to the third base at 54.86 meters, and then the knot of 27.43 meters can be straightened to the left and right to check the position of the base and the second base. (4) Site layout
The venue should be provided with a service receiving area, a hitting area, a base running guidance area, a base running limit line, a preliminary hitting area, a game effective area line, a home run line and a grass line.
(1) nozzle area: Draw a horizontal line from 2.44m behind the sharp corner of home plate, with the line length of1.10m, and both ends of the line are 0.55m away from the center line of home plate. Then draw a line parallel to the center line of home plate from both ends and connect it with the boundary line of the hitting area, which is called the receiving area.
(2) Hit zone: Draw a rectangular hit zone on the left and right sides of home plate. This area is1.82m long and1.22m wide. The adjacent inner boundary between these two areas is 0. 15m from the edge of home plate, and the length of the front and rear parts of the hitting area is 0.9 1m based on the lateral center line of home plate.
Note: The hitting area (including the white line marking this area) is out of bounds, but if the hitting ball stops in the triangle formed by the batter's area and the sideline, it will be judged as out of bounds.
(3) Running guide area: At the point 4.57 meters away from the intersection of the bottom line and the sideline of the first, second and third bases, draw a line with a length of 6. 10 meters parallel to the sideline in the direction of home plate, and then draw a vertical line with a length of 3 meters at both ends of the line to the outside. The area within these three lines is the base running coach area. The first base side is the first base running coaching area, and the third base side is the third base running coaching area.
(4) Running boundary: Draw a vertical line with a length of 0.9 1 m from the midpoint and sideline of home plate and first base to the position 0.9 1 m behind first base, and connect the endpoints of the two vertical lines together, which is the running boundary. The strip area formed by this line and the sideline is the bottom lane.
(5) Ready-to-hit zone: Measure 1 1.28 m to both sides of the longitudinal centerline of home plate at the sharp corner of 3.96 m, and draw a circle with the diameter of 1.52 m around it, which is the ready-to-hit zone.
(6) Game restricted zone line: At least 18.29 meters away from the two sideline lines, draw a line parallel to the sideline lines, with one end connected to the back net and the other end connected to the extension line where the home run line intersects with the endpoint of the sideline line. This line is the effective zone line of the game, which is used to distinguish the effective zone and the invalid zone of the out-of-bounds game.
(7) Home Run Line (stroke): The sharp corner of the home plate passes through the second base, and then the center of the second base is taken as the reference point, and 1 1.2 1 m is taken as the center to extend to the home run direction of the center line of the field longitudinal axis. Draw an arc with a radius of 97.54 meters from the center to the left and right vertices and intersect the endpoints of the two lines. This arc is 12658.
Note: In order to determine the home run, white or yellow marker posts should be set at the vertices of the two sides of the field, and the height should be more than 4 meters.
(8) Grass line: On the lawn, the arc drawn by the line connecting the two sides in the boundary with the center of the pitcher's leading edge as the center and the radius of 28.93 meters is the grass line. The outfield area outside this line is grassland, and the interior is land.
Note: 1. The width of each line on site is 7.6 cm, which is included in the effective range of each area.

5. home plate
Made of white rubber, it is pentagonal, each side is 43.2 cm square, and two corners are cut off. Its shape is as follows: one side is 43.2 cm, the adjacent two sides are 2 1.6 cm, and the other two sides are 30.5 cm, forming a sharp corner, which is the intersection of the first base sideline and the third base sideline. The edge of 43.2 cm should face the pitcher's board, and the edge of 30.5 cm should coincide with the outer edges of first base and third base. The domestic wrench should be fixed on the ground, and the board surface should be flush with the ground.
6. Bottom bag
The first, second and third base bags are all white canvas bags with a square shape of 38. 10 cm and a thickness of 7.6 cm to 12.7 cm. First of all, the third base pack should be placed in the infield, and the center of the second base pack should be placed at the intersection of the two base lines. The bottom bag is full of soft things like brown hair. The bag should be nailed to the ground.
Nailing method of bottom bag: the simpler method is to fix it with cross canvas belt and long nail with hook. Hook and fasten the bag with a hook nail (about 30 cm) under the center of the bag, and nail the nail into the ground, so that the bag will not move (but can rotate) when sliding, and avoid collision.
7. Pitcher board and pitching area
The pitcher's board is made of white rubber. This board is 6 1 cm long and 0/5 cm wide. There should be a platform with a width of 86.4 cm and a length of 152 cm around the pitcher's board. The pitcher's board should be flush with the platform. The pitching board and platform are placed in a circular mound with a diameter of 5.48 meters and a height of 0.25 meters above the ground (the center of the ball is 0.46 meters in front of the center of the front edge of the pitching board). The slope in front of the pitching board should be 65,438+0.83m forward from the front edge of the platform, and decrease by 2.54cm every 30.5cm forward, and then gradually incline to the four bases and be flush with them. 8. Player's seat
There is a player's seat on both sides of the first base and the third base, which is used by the home team and the visiting team. It is located outside the effective area of the game and at least 7.62 meters away from both sides or 18.29 meters away. A ceiling should be placed on the player's seat, and the back and sides should be closed.
9. Ball
Baseball is made of round cork, rubber or similar substances, wrapped with hemp thread, and then wrapped in two pieces of white horse skin or cowhide with a flat thread. The sphere should be smooth. Note: All bats made of metal, sawdust or bamboo chips are allowed to be used as long as they are approved by the association. (d) Colored bats are not allowed to be used in competitions without the approval of the Association.

(g) Players may wear baseball shoes with flat nails or rubber heads not exceeding 1.5 cm, but they shall not wear round nails like golf or Jing Tian.
Note: Except for the base running coach and the pitcher who serves as the base running coach, other players are not allowed to wear coats.

13, first base gloves
The upper and lower ends of the gloves or mittens used by the first baseman shall not exceed 30.5 cm, and the width of the upper part of the palm shall not exceed 20.3 cm; The upper edge of the tiger's mouth shall not exceed 10.2 cm, the lower edge shall not exceed 8.9 cm, and the upper and lower edges shall not exceed 12.7 cm. The tiger's mouth can be sewn with whole leather or woven with thongs, but it cannot be woven into a net bag. Gloves are not limited in weight.
14, mittens
Boxing gloves are limited to catcher and first baseman. But any athlete can use gloves. Its size shall not exceed 30.5 cm from the top of the four fingers to the lower end of the glove, and the scope of the glove shall be within 19.7 cm from the suture of the inner and lower ends of the index finger through the lower ends of each finger to the outer edge of the little finger. Finger gloves are not limited in weight.
15, pitcher's gloves
In addition to the provisions of 1. 14, the specifications and construction of pitchers' gloves are subject to the following restrictions:
(a) Gloves used by pitchers, including pimps, stitches and flippers, must be the same color, not white or gray.
(b) Gloves shall not have any accessories with different colors from gloves.
16, the rules for wearing protective gear are as follows:
(a) Players must wear baseball helmets when hitting the ball.
(2) Players other than professional baseball must wear binaural helmets when hitting the ball.
(c) Batters in amateur baseball and base runner should wear helmets (batters should wear binaural helmets).
(d) The catcher should wear the catcher's helmet, face protector, chest protector and leg protector when defending in place.
(e) caddies should also wear helmets.
Note: If the referee finds that a player has violated the above regulations, he should correct it immediately. If a player fails to correct within a proper time, the referee will disqualify him from the competition.
17, Provisions on Commercial Advertising of Game Equipment:
Baseball, pitcher's board, ball, bat, game suit, gloves, helmet and other game equipment stipulated by the rules of the game. It shall not contain improper and excessive commercial propaganda of commodities. The size and content of designs, trademarks, marks, words, etc. The manufacturer's marks on these appliances must be kept within an appropriate range.
Note: When the manufacturer updates or changes the competition equipment used by the Association, it must obtain the permission of the Association before it can be put into production.
Pre-match preparation
III.0 1: referee preparation:
Before the game starts, the referee should:
(1) Check the match equipment and players' equipment in strict accordance with the rules;
(b) Carefully check whether all lines on the site have been clearly marked with lime, white powder or other white material (whether on soil or grass);
(c) Carefully check the match balls provided by the organizers or teams. Every ball should be packed, sealed and signed by the organizer. Before the game, the referee will unpack the ball and remove its luster. The referee is the only one who judges whether the ball is suitable for the game;
(d) Verify that more than twelve (12) baseballs are available at any one time;
(e) The referee must have at least two spare balls. We should constantly supplement it throughout the competition. Spare balls can be used in any of the following situations:
When the ball is hit out of the field or at the audience;
When the ball is discolored or stained, it is not suitable for further use;
When the pitcher asks for a replacement;
Note: The referee can only give the spare ball to the pitcher when the offensive and defensive behavior is over or the ball is dead. When passing the ball or hitting the ball outside the court, you must wait until the runner reaches the required base position before changing the ball and starting the game again. When a home run is hit, the referee should wait for the batter who hit the home run to return to the home plate safely before handing over the spare ball to the pitcher or taking over.
3.02: No player shall intentionally wear, defile or stain the match ball with mud, rosin, paraffin, licorice, sandpaper, sandpaper or other substances.
The referee should take back the ball immediately and order the fouler to quit the game. Even if the referee is not sure who is the fouler at the moment, as long as the pitcher throws the ball at the batter, he should be sent off immediately.
III.03: player replacement:
When the game becomes a dead ball situation, the substitute player can play as a substitute at any time and participate in the game. Substitutes can replace any player listed in the team's "player list on the field" and play in the order of the replaced players. After the substitute leaves the field, he can serve as the base running coach, but he is not allowed to play again in this game.
If there are two or more substitutes at the same time, you must explain the hitting order of each player to the referee before playing, and the referee will inform the recorder for future reference. If there is no regulation, the referee has the right to stipulate the order of hitting the ball by the substitute. The original pitcher is only allowed to take the defensive position of a non-pitcher once in the same inning.
Note: 1. The original pitcher was transferred to other defensive positions in the same game for various reasons. In this game, it is allowed to transfer the pitcher's position, but the game must be ended after the transfer, and it is not allowed to transfer to other positions unless the pitcher is changed.
2. When a player other than the pitcher plays to replace an injured player, he is allowed to pass the ball five times as a warm-up activity. (See Rule 8.03 for the number of attempts by pitchers).
III.04: Replacement of base runner:
During the competition, the opening players listed in the "players list" shall not run the base instead of other players.
Note: The purpose of this regulation is to prevent the misuse of the so-called "gift runner". No player should act as a "gift runner" for other players. Any substituted player shall not be a "gift runner". Any player who is not included in the player list is considered as a substitute once he plays.
III.05: Pitcher Substitute:
(a) The pitchers listed in the "Player List" submitted to the referee are obliged to pitch to the first batter or his substitute to complete the batting task (first base or out). Unless you are injured or sick, the referee thinks you can't take part in the competition.
(b) The reserve pitchers will continue to pitch to the batter and his reserve batter, and will not be replaced until they have finished their batting task (going to first base or out) or exchanged offense and defense at the end of a game (unless they are injured and unable to participate in the game).
(c) If there is an error in the substitution of pitchers, the referee shall immediately point out the correct pitching of pitchers until the task specified in the rules is completed. If the wrong substitute pitcher is allowed to pitch, all the situations are legal. Once the wrong pitcher throws the first pitch or any runner is excluded, the wrong pitcher becomes a legal pitcher.
Note: If the team leader or coach tries to change pitchers in violation of 3.05 (c), the referee should tell him that this is not allowed. If the referee neglects to announce the wrong pitcher, he can still correct it before throwing the first ball. Once the wrong pitcher pitches, he will become a legal pitcher.
3.06: When changing players, the coach or team leader should inform the referee of the situation of the substitute players (name, clothing number, location, etc.). ) and explain body double's hitting sequence.
Note: Substitutes can stay in the players' seats or help pitchers prepare for activities. After the coach himself is replaced, he can continue to guide his team's game in the player's seat or the base running coach area. Players who are replaced but can stay in the players' box are not allowed to yell at the coach or players of the opposing team and the referee.
3.07: The referee shall immediately announce the name, clothing number, position and batting order of the substitute after receiving the request of the substitute.
3.08: Any substitute player who enters the court without the referee's announcement due to the negligence of the referee is deemed as a legal substitute, and the offensive and defensive activities are effective;
(a) When the substitute pitcher steps on the throwing board;
(b) The alternate batter has entered the batter's area;
(c) When the substitute fieldkeeper reaches the normal defensive position of the substitute player and starts the game;
(d) When the backup runner reaches the base where the backup runner is located.
3.09: Athletes wearing competition clothes are not allowed to talk to the audience or sit in the stands with the audience before, after or during the competition. No team leader, coach or athlete is allowed to talk to the audience before or during the game. Players wearing competition clothes on both sides should not have intimate behavior at any time.
Three. 10:
(a) If the weather is bad or the venue is not suitable, only the leader of the home team can decide whether to play the game (but not whether to play the second game twice a day).
Exception: in the final stage of the competition schedule, when it comes to the final games that determine the ranking, the leaders of the league organizers decide whether to play or not. After the game begins, the referee is the person who decides whether to stop the game or under what circumstances, when to continue the game or finally end it. It will take at least 30 minutes to announce the end of the game after he temporarily suspends the game. The length of suspension of the game depends on the time when the referee thinks it is possible to continue the game.
(b) The referee of the first match is the only one who can decide whether the second match, which is played twice a day, can start.
Note: The referee should try his best to finish a game. He has the absolute right to announce the continuation of the game after one or more temporary interruptions, and only when there is no hope of completing the game can he announce the end of the game.
1 1: If two matches are held at the same venue and are temporarily interrupted due to poor venue, the referee shall immediately instruct the venue manager and staff to level the venue to make the match go on normally.
Note: If the local team (commonly known as the home team) violates these regulations, the referee will order the team to abstain and the visiting team will win.
3. 12: When the referee decides to suspend the game temporarily, he shall immediately announce "suspension". When the referee announced "continue the game", the interruption ended and re-entered the game. Between the announcement of "suspension" and "continuation of the game" is a dead ball situation.
13: The referee shall formulate provisional rules according to the situation of the competition venue before the competition and inform both sides of the competition. Provisional rules should not conflict with formal rules.
3. 14: When attacking, the attacking players should take gloves and other tools out of the field and put them on the players' seats. No tools should be left inside or outside the site.
3. 15: During the competition, no one is allowed to enter the competition venue except team members, coaches, team leaders, referees performing tasks, photographers authorized by the competition organizers and security personnel performing official duties. If the licensed journalists or staff inadvertently hinder the offensive and defensive activities of the players on the field, they will continue the game and will not be awarded a dead ball. If there is intentional obstruction, it will become a dead ball from the moment of obstruction, and the referee will deal with it according to the situation without obstruction. (See rules 7.08 and 7. 1 1)
Note: 1. Intentional or unintentional obstruction depends on action. For example, a child or defender who provides or checks the ball tries to avoid hitting or passing the ball, but is still hit by the ball, which should be regarded as unintentional obstruction. But if he picks up the ball, throws the ball and kicks the ball, no matter what he thinks subjectively, it is regarded as intentional obstruction.
2. With regard to intentional or unintentional blocking, the following examples can be cited: the batter hit the ball at the shortstop, and the shortstop passed the ball to first base, which became a wild pass. The coach of the attacking team standing in the coach area of base runner at first base fell to the ground to avoid being hit by the ball, and the first baseman collided with the coach to catch the missed ball. The batter finally got to third base, and it was up to the referee to decide whether he should be judged for obstruction. If the referee thinks that the coach is doing everything possible to avoid obstruction, he should not be sentenced to obstruction. But if the referee thinks that the coach is just pretending not to interfere, he should be punished for obstructing behavior.
III. 16: When the audience blocks the pass or hit the ball, it becomes a dead ball situation from the moment the block occurs. The referee should deal with the situation that may form if there are no obstacles.
Note: 1. If the audience obviously prevents the fielder from catching the empty ball, the referee should declare the batter out.
2. The ball that has been hit or passed out enters the stands to contact the audience, even if it bounces into the stadium and becomes a dead ball, it is different from the audience entering the stadium, crossing or crossing the fence to contact the ball or preventing the fieldkeeper from catching the ball. The latter is obviously the intentional obstruction of the audience.
(See 3. 15) At this time, the referee will judge according to what would happen if there were no obstacles.
3. When the fieldkeeper reaches out from outside the fence or purse seine and is blocked by the audience in the audience, it is not considered as an obstacle. Prevent the watchman from making excessively dangerous actions.
Case: One out, third base base runner, the batter hit a fly ball in the outfield (in or out of bounds), and the audience obviously prevented the fieldkeeper from catching the ball. At this time. The referee not only ruled out the batter, but also made a dead ball situation. If you think that because the ball is far away, the third base runner can run back to home plate after the ball is caught, you should award the runner a point. However, if the flying ball hits very close, you can't make this sentence.
3. 17: players from both sides, except the coaches or players who are participating in the competition, are required to sit in the players' seats when preparing to play and guiding the running in the base coach area of the first and third bases. During the competition, only athletes, substitutes, team leaders, coaches and team doctors can sit in the team seats.
After warning the foul referee, the penalty can be ordered to leave.
Iii. 18: The organizer of the competition or the team responsible for providing the venue (generally referred to as the home team) shall assign personnel to maintain the order of the stadium. If someone enters the venue during the game and interferes with the game, the visiting team can refuse the game until the audience exits.
Note: If the stadium of the home team is disturbed by the influx of spectators, the visiting team may refuse to play. If the home team fails to solve the problem after fifteen minutes, the referee may order the home team to abstain and the visiting team wins.
The beginning and end of the game
4.0 1: The referee enters the home plate of the competition venue five minutes before the start of the competition, and then meets with the team leaders or coaches of both sides. Then the referee will accept the "player list" submitted by them in triplicate. After verification, he will give two copies to the other party and the recorder, and the original will be kept by the referee. From then on, the "player list" and batting order of both sides will be established, and the substitute players cannot be replaced (unless required). After the attacking team handed over the "player list" to the referee, the on-site referee immediately became the only law enforcer, and they had the right to decide whether to end the game, suspend the game or resume the game according to the weather or the stadium conditions.
Note: If there are obvious errors in the contents listed in the "Player List", the referee should call the coach or team leader of the wrong side to correct them before announcing the start of the game. For example, if there are only eight players or two players with the same name on the list without writing their names, the referee will inform the team that wrote the wrong name to correct it immediately before announcing the start of the game, so as to avoid being upset after the game. Both sides of the game must avoid this mistake.
Four. 02: The defender enters the defensive position first, the first batter of the attacking team enters the batter area, and then the referee announces "Game on!" The game will begin.
4.03: At the beginning of each game, all outfielders should stand in the border area to defend except taking over.
(a) The receiver should be located in the receiver area behind home plate. When the pitcher deliberately throws a bad ball to the batter and makes him "four balls" on base, the receiver should put his feet in the boundary of the receiver's area and leave until the pitcher throws the ball. But on other occasions, the catcher can leave the catching area at any time to catch or kill the ball.
If the penalty violates the above provisions, it is judged as "pitcher's foul"
(b) When pitching to the batter, the pitcher should stand in the legal pitching position.
(c) Except the pitcher and receiver, any fielder can stand in any area of the battery limit to defend.
Note: before the pitcher starts pitching, if the referee finds the fielder standing in the out-of-bounds area to defend, he should immediately issue a warning to make him retreat into the out-of-bounds area. If he doesn't listen to the warning, once the offensive and defensive behavior starts and benefits from it, the referee should immediately declare the offensive and defensive invalid.
(d) During the game, no other offensive players are allowed to pass through the receiving area except the batter and runner who try to enter the home plate.
4.04: During the whole game, players should play in the order listed in the Player List. The substitute should hit the ball in the same order as the substitute.
4.05: (a) The attacking team should arrange a base running instructor on both sides of the first base and the third base when attacking.
(b) The number of base running instructors is limited to two, and they must wear their team's competition clothes and only carry out activities in the base running guidance area.
Punishment If the runner violates the above regulations, the referee should order him to quit the game and leave the venue.
Note: 1. Over the years, many base running instructors have become accustomed to stepping out of the base running guidance area or leaving the area slightly. This does not violate the regulation that activities are limited to the base running guide area, unless the opposing team puts forward opinions. If comments are made, the referee will immediately implement this regulation, requiring both base running instructors to stay in the base running guidance area at all times.
2. When conducting offensive and defensive activities at the base where the base running instructor is located, the base running instructor is used to leaving the base running guidance area and making gestures to runners to slide the base, continue to enter the base or return to the original base. This is allowed as long as it doesn't interfere with the game.
3. The third base running coach shall not run near the home plate to guide the runner to slide the base.
4.06: (a) During the competition, the personnel of both sides shall not commit the following acts:
1. Incite the audience with words or gestures;
2. Use language to attack the opposing team members, referees or spectators;
3. Shouting "pause" or using other languages or some actions to foul the pitcher during the offensive and defensive activities;
4. Intentionally contact the referee through various means.
(b) The groundskeeper shall not stand in a position that blocks the line of sight of the batter and try to interfere with the batter by unethical behavior.
Those who violate the rules are sent out of court and are not allowed to participate in the competition. If the pitcher makes a foul action because of this, he will not be sentenced to "pitcher's foul", but will be sentenced to "invalid pitching"
