Users change their names or transfer ownership (change their names according to law or residents change their owners), and apply to the power supply enterprise with relevant certificates. Power supply enterprises should be handled in accordance with the following provisions:

1. If the address, capacity and category of electricity consumption remain unchanged, the name change or transfer is allowed;

2. The original user shall settle the debt with the power supply enterprise before terminating the original power supply and consumption relationship;

3. If the new user fails to handle the transfer formalities and transfers the ownership, it shall bear the debts of the original user. When the power supply enterprise discovers that the user has transferred the ownership privately, it shall notify the household to go through the formalities and terminate the power supply if necessary.
