Article 6 The cadre archives management system shall be centralized, unified and graded. Cadres' files of organs and units at or above the county level (including counties) shall be subject to centralized and unified management in accordance with the cadre management authority; The cadre files of organs and units below the county level shall be centrally managed by the organization department of the county party committee, or managed by the organization department of the county party committee, the county personnel bureau and other units. Units that do not have custody conditions or have fewer files shall have their cadres' files managed by higher-level units. Cadres' files should be included in the comprehensive file management unit, and their cadres' files should be managed by fixed personnel, and their business work should be inspected and guided by the leaders of the personnel department of the unit and the relevant business departments at higher levels.
Article 7 The personnel department of an organization at or above the county level (including the county level) shall establish a corresponding cadre file management institution, which shall be responsible for guiding, supervising and inspecting the cadre file work in the local area, the department and the system. Every 1000 people should be equipped with 1 full-time cadres, and units with business guidance tasks should be equipped with corresponding business guidance personnel. Units that do not need to set up institutions must be equipped with full-time or part-time archivists focusing on cadre archives work.
Eighth cadre archives management department responsibilities:

Article 11 A copy of a cadre file is a copy of the main materials of the original cadre file. The specific contents of the copy of the cadre file include the copy (or copy) of the following main materials in the original:

Fifteenth cadres resigned, resigned, voluntarily resigned, dismissed (dismissed), but not employed, their files are still kept by the original management unit. Otherwise employed, the files shall be handed over to the relevant organizations and personnel departments for safekeeping. If the conditions for safekeeping are not met, the files shall be handed over to the talent flow service center under the personnel department for safekeeping.
Sixteenth cadres who have not been employed after being expelled from public office shall be kept by the original management unit; If another person is hired, his file will be handed over to the relevant personnel department for safekeeping. Seventeenth cadres during the period of criminal punishment and reeducation through labor, their files are kept by the original management unit. Article 22 The relevant departments of the Party and state organs, people's organizations, enterprises and institutions at all levels shall establish a newly formed system for actively filing and filing cadre archives, and submit the newly formed cadre archives to the relevant cadre archives management departments for filing in time.

Twenty-fourth materials that do not belong to the prescribed scope of filing shall not be filed without authorization. After identification, they can be treated separately. All destroyed materials must be registered in detail and reported to the person in charge for approval.

Article 28 The styles and specifications of archives, directories and file bags shall be subject to uniform production standards (see Annex 1).

If it is really necessary to lend it for use, it shall explain the reasons, be approved by the person in charge of the competent department, and strictly fulfill the registration procedures, and return it within a time limit, and shall not lend it to others without authorization;
(five) no individual may consult or borrow the files of himself or his immediate family members;
(six) the cadre file management departments at all levels should formulate matters needing attention. When consulting archives, we must strictly abide by the confidentiality system and the provisions on reading archives, and it is strictly forbidden to alter, delimit, extract or replace archival materials. Visitors are not allowed to disclose or publish the contents of files without authorization, and offenders will be criticized and educated according to the seriousness of the case until disciplinary action is taken. Those who engage in malpractices for selfish ends shall be dealt with in violation of the Archives Law of People's Republic of China (PRC);
(seven) units or individuals that borrow or consult archives shall not shoot or copy the contents of archives without authorization. Because of the need to obtain evidence from the archives, it is necessary to consult the competent department of cadre archives for approval before copying (shooting).
Thirty-second organizations and personnel departments at all levels shall, according to the above principles and specific circumstances, make specific provisions on the borrowing scope, examination and approval authority, registration and return procedures of cadre files managed by their own units. Thirty-third cadres should transfer their files to the new competent unit in time after their work is transferred or changed.
Article 34 The transfer of archives shall comply with the following provisions:
(a) the cadre files should be transmitted by confidential traffic or sent by special personnel, and it is not allowed to be mailed or handed over to the cadres themselves;
(2) Party committees at or above the county level can organize personnel departments to directly transfer cadre files;
(three) the transferred files must be complete, and carefully arranged and bound according to the regulations, and the materials shall not be detained or transferred in batches;
(four) the transfer of files must be registered in detail and sealed in accordance with the unified provisions of the Notice on the Transfer of Cadres' Files;
(five) the unit that receives the archives shall, after verification, sign and seal the receipt and return it immediately. If it is not returned within one month, the transferring unit shall ask for it in writing to prevent it from being lost;
(VI) In order to make the cadre files timely transmitted with the transfer of cadres or job changes, the cadre deployment, appointment and removal departments should promptly transfer cadres to their own units and notify the cadre file management department of the appointment and removal notice, and establish the necessary contact system.
