Article 59 of the Procedures for Handling Criminal Cases by Public Security Organs (Decree No.59). The Ministry of Public Security 127) provides an explanation. Do written evidence materials need to be stamped?
Written evidence materials collected and obtained by public security organs from relevant units must be signed by the provider and stamped with the seal of the unit.
However, Order 127 did not involve the stamping of written materials, but only said that the content of evidence and the process of obtaining evidence should be fixed by audio or video recording.
There is no certain connection between the two, so the written materials should be stamped with the official seal.
