Chapter I General Provisions

Article 1 In order to standardize the development of party member, ensure the quality of the newly developed party member, and maintain the advanced nature and purity of the Party, these Detailed Rules are formulated in accordance with the Articles of Association of the China Producers' Party and the relevant provisions of the Party.

article 2 the grass-roots organizations of the party should take it as a regular and important task to recruit advanced elements with Marxist beliefs, productive consciousness and beliefs and consciously practice them into the party.

Article 3 The development of party member should implement the Party's basic theory, basic line, basic program, basic experience and basic requirements, adhere to the party member standards stipulated by party constitution and always put political standards first in accordance with the general requirements of controlling the total amount, optimizing the structure, improving the quality and giving play to its role; Adhere to prudent and balanced development, with leadership and planning; Adhere to the principle of voluntary membership and individual absorption, mature one and develop one. It is forbidden to rush development and oppose "closed-doorism".

Chapter II Identification, Training and Education of Party activists

Article 4 Party organizations should raise the awareness of non-party people about the Party by publicizing the Party's political opinions and in-depth and meticulous ideological and political work, and constantly expand the ranks of Party activists.

Article 5 Workers, peasants, soldiers, intellectuals and other advanced elements of social strata in China who have reached the age of 18, recognize the Party's program and articles of association, and are willing to join one of the Party's organizations, actively work in it, implement the Party's resolutions and pay party dues on schedule, may apply to join the China * * * Production Party.

article 6 an applicant for joining the party shall apply to the party organization of the unit where he works or studies. if there is no work or study unit or there is no party organization in the work or study unit, he shall apply to the party organization of his place of residence.

The floating personnel can also apply to the party organization where the unit is located or the party organization of the competent department of the unit, or to the mobile party member party organization.

article 7 after receiving the application for joining the party, the party organization shall send a person to talk with the applicant for joining the party within one month to understand the basic situation.

Article 8 In determining the activists to join the Party among the applicants, the candidates shall be selected by means of party member's recommendation, group organization and recommendation, etc., which shall be studied and decided by the branch committee (or the branch general meeting if there is no branch committee, the same below) and reported to the higher party committee for the record.

article 9 the party organization shall designate one or two official party member as the training contact person for joining the party activists. The main tasks of training contacts are:

(1) introducing the basic knowledge of the Party to activists who join the Party;

(2) Understand the political consciousness, moral quality, realistic performance and family situation of activists joining the Party, do a good job in training and education, and guide activists to correct their motives for joining the Party;

(3) timely report to the Party branch on the situation of activists joining the Party;

(4) put forward opinions to the party branch on whether activists joining the Party can be listed as development targets.

Article 1 Party organizations should adopt the methods of absorbing activists to attend party classes, participating in relevant activities within the Party, assigning them certain social work and intensive training, and educate them on Marxism–Leninism, Mao Zedong Thought, the Party's line, principles and policies, the Party's basic knowledge, the Party's history and fine traditions, and its work style, so that they can understand the Party's nature, program, purpose, organizational principles and discipline, and party member's obligations and rights.

Article 11 The Party branch shall inspect the activists joining the Party once every six months. Grassroots party committees make an analysis of the status of the ranks of activists joining the Party once a year. In view of the existing problems, take improvement measures.

Article 12 When the unit (residence) where activists work and study changes, they shall promptly report to the Party organization of the original unit (residence). The party organization of the original unit (residence) shall promptly transfer the relevant materials such as training and education to the party organization of the current unit (residence). The party organization of the current unit (residence) shall carefully review the relevant materials and continue to do a good job in training and education. The training and education time can be calculated continuously.

chapter iii determination and investigation of development targets

article 13 activists who have been trained, educated and investigated for more than one year and basically meet the requirements of party member can be classified as development targets after listening to the opinions of party groups, training contacts, party member and the masses.

Article 14 The development target shall have two official party member as party membership introducer. Introducers for joining the Party are generally trained as contacts, and can also be appointed by party organizations.

Article 15 The main tasks of introducers for joining the Party are:

(1) explaining the Party's program and articles of association to development targets and explaining the conditions, obligations and rights of party member;

(2) Seriously understand the motivation, political consciousness, moral quality, work experience and realistic performance of the development target, and truthfully report to the party organization;

(3) instruct the development object to fill in the "China * * * Production Party's Volunteer Letter for Joining the Party" and fill in their own opinions carefully;

(4) introduce the development targets to the branch meeting responsibly;

(5) After the development target is approved to prepare for party member, continue to provide education and help to it.

article 16 party organizations must conduct political review of development targets.

The main contents of political censorship are: the attitude towards the Party's theory, line, principles and policies; Political history and performance in major political struggles; Law-abiding and social morality; The political situation of immediate family members and major social relations closely related to themselves.

The basic methods of political censorship are: talking with myself, consulting relevant archives, seeking information from relevant units and personnel, and making necessary correspondence or transfer. After listening to my introduction and consulting relevant materials, if the situation is clear, it is not necessary to transfer or transfer. When conducting a political review of the development targets among the floating population, the opinions of the grassroots party organizations in their domicile and residence should also be sought.

Political censorship must be serious, practical and realistic, and pay attention to my consistent performance. The review shall form a conclusive material.

anyone who has not passed the political review or failed the political review cannot join the Party.

seventeenth grass-roots party committees or county-level party committees should conduct short-term centralized training for development targets. Training time is generally not less than three days (or not less than twenty-four hours). During the training, I mainly studied party constitution, Several Guidelines on Political Life within the Party and other documents. The "Teaching Materials for Joining the Party" compiled by the Central Organization Department can be used as learning guidance materials.

those who have not been trained cannot join the Party except in some special cases.

chapter iv preparation for the reception of party member

article 18 the reception and preparation of party member shall be handled in strict accordance with the procedures stipulated by party constitution.

article 19 the party branch Committee shall strictly examine the development objects, and report them to the grassroots party Committee with the authority of examination and approval for preliminary examination after collective discussion.

grassroots party committees review the conditions of development targets, training and education, and listen to the opinions of relevant departments such as discipline and law enforcement as needed. The results of the review shall be notified to the Party branch in written form, and the "China * * * Production Party's Volunteer Letter for Joining the Party" shall be issued to the development objects that have passed the review.

if the development object will leave the work and study unit in the next three months, it is generally not necessary to go through the formalities of receiving and preparing for party member.

Article 2 The development objects that have passed the preliminary examination by the grass-roots Party committee shall be submitted by the branch committee to the branch meeting for discussion.

when holding a branch meeting to discuss the reception and preparation of party member, the number of voting participants must exceed half of those who should attend the meeting.

Article 21 The main procedures for the branch meeting to discuss the acceptance and preparation of party member are as follows:

(1) The development target reports on the party's understanding, motivation for joining the party, personal resume, family and major social relations, and issues that need to be explained to the party organization;

(2) The introducer of joining the Party introduces the relevant situation of the development target and expresses his opinions on whether he can join the Party;

(3) The branch committee reports on the review of development targets;

(4) party member fully discussed whether the development target can join the Party and voted by secret ballot. Only when the number of people in favor exceeds half of the official party member who should have the right to vote at the meeting can the resolution to receive and prepare for party member be passed. If party member, who has the right to vote and cannot attend the meeting for some reason, formally puts forward written opinions to the Party branch before the party branch meeting is held, it shall be counted among the votes.

when discussing two or more development targets to join the party, the branch meeting must discuss and vote one by one.

article 22 the party branch shall promptly write the resolution of the general meeting of the party branch into the "China * * production party's application for joining the party", together with my application for joining the party, political review materials, training and education inspection materials, etc., and submit it to the higher-level party Committee for approval.

the resolutions of the branch meeting mainly include: the main performance of the development target; The number of party member people who should attend the meeting and actually have the right to vote; Voting results; The date of adoption of the resolution; Signature of branch secretary.

article 23 the preparation of party member must be approved by the party Committee (working Committee, the same below).

the grass-roots party committees to which the township (street) party committees belong cannot approve the preparation of party member, but they should review the preparation of party member accepted by the branch meeting.

the general party branch cannot approve the preparation of party member, but it should review the preparation of party member accepted by the branch meeting.

unless otherwise stipulated, the temporary party organization cannot accept and approve the preparation of party member. The Party Group cannot approve the preparation of party member.

article 24 before the approval of the party Committee, members or organizers of the party Committee shall be assigned to talk with the development target to get a better understanding and help the development target to improve their understanding of the party. The speaker shall truthfully fill in the "China * * * Party Membership Volunteer Book" and report to the Party Committee about the conversation and his opinions on whether the development object can join the Party.

Article 25 The Party Committee must discuss and vote collectively when approving the preparation of party member.

the party Committee mainly considers whether the development target meets the requirements of party member and whether the procedures for joining the party are complete. If the development target meets the requirements of party member and the procedures for joining the Party are complete, it will be approved as preparing for party member. The examination and approval opinions of the Party Committee shall be written into the "China * * * Party's Volunteer Letter for Joining the Party", indicating the start and end time of the preparatory period, and notifying the Party branch for approval. The Party branch shall notify me in time and announce it in general party membership meeting. Those who have not been approved to join the Party shall notify the Party branch and myself to do ideological work well.

when the party Committee approves two or more development targets to join the party, it shall examine and vote one by one.

Article 26 The Party Committee shall examine and approve the resolution of accepting and preparing party member reported by the Party branch within three months, and report it to the organization department of the Party Committee at a higher level for the record. In case of special circumstances, the approval time may be appropriately extended, but it shall not exceed six months.

article 27 under special circumstances, the central Committee of the party and the committees of provinces, autonomous regions and municipalities directly under the central government may directly accept party member.

Article 28 party member can be regarded as a person who died heroically for the interests of the Party and the people in China, had outstanding deeds, had great influence in a certain range, and had always performed well before his death and asked the Party organization to join the Party.

The ratification of party member must be strictly controlled. After discussion and decision by the party organization of the unit, it will be reviewed by the higher party committee and reported to the provincial party committee for approval.

Chapter V Education, Investigation and Rectification of Preparatory party member

Article 29 Party organizations shall promptly incorporate the preparatory party member approved by the Party Committee at a higher level into party branches and party groups, and continue to educate and inspect the preparatory party member.

Article 3 In preparation for party member, party flag must be sworn in as a Party member. The swearing-in ceremony for joining the Party is generally organized by the grass-roots party committees or party branches (general party branches).

article 31 the party organization shall educate and inspect the preparation of party member by organizing the life of the party, listening to my report, individual heart-to-heart, centralized training and practical exercise.

Article 32 The preparatory period for preparing party member is one year. The preparatory period shall be counted from the date when the Party branch congress approves it as the preparation for party member.

When the preparatory period for party member expires, the Party branch should discuss in time whether it can be transformed into a formal party member. Those who conscientiously fulfill the obligations of party members and have the conditions of party member shall be transferred to the official party member on schedule; If it is necessary to continue the investigation and education, the preparatory period can be extended for not less than half a year and not more than one year; Those who fail to fulfill their obligations as Party members and do not meet the requirements of party member shall be disqualified from preparing for party member.

If the preparatory party member violates the party discipline and the circumstances are relatively minor, he can still retain the qualification of preparing for party member, he should be criticized and educated or the preparatory period should be extended; If the circumstances are serious, it shall be disqualified from preparing for party member.

The preparation of party member to become a formal party member, the extension of the preparation period or the cancellation of the qualification of preparing for party member shall be discussed and approved by the branch meeting and approved by the higher party organization.

Article 33 The procedures for preparing party member to become a full member are as follows: I submit a written application for becoming a full member to the Party branch; Party groups put forward opinions; Party branch to solicit the opinions of party member and the masses; Party branch Committee review; The branch meeting discussed and voted; Report to the higher party Committee for approval.

The requirements for the number of people attending the meeting and the number of people in favor of the meeting are the same as those for the meeting of the branch of party member.

Article 34 The Party Committee shall examine and approve the resolution submitted by the Party branch to prepare party member to become a full member within three months. The examination and approval results shall be notified to the Party branch in a timely manner. The secretary of the Party branch shall talk with him and announce the examination and approval results in general party membership meeting.

party member's party age is counted from the date when the preparatory period expires and he becomes a formal party member.

Article 35 If the unit (residence) where party member prepares to work and study before the preparatory period expires changes, it shall promptly report to the original party organization. The original party organization shall promptly introduce its training, education and investigation to the party organization that receives and prepares for party member.

Party organizations should strictly examine the transferred materials for preparing party member to join the Party, and report to the Party committee organization department at or above the county level for approval and refuse to recognize the unrecognized party member.

Article 36 The grass-roots party organizations may postpone the discussion on party member's regularization for no more than six months when the preparatory period expires, if they think it is necessary. For those who are officially transferred to party member, the time for becoming a full member shall be counted from the date when the preparation period expires.

Article 37 After preparing for party member to become a full member, the Party branch shall promptly submit its "China * * * Production Party's Volunteer Letter for Joining the Party", the application for joining the Party, the political review materials, the application for becoming a full member and the materials for training, education and investigation to the Party Committee for storage in my personnel file. No personnel files, the establishment of party member archives, kept by the local party committee or county party committee organization department.

Chapter VI Developing Leadership and Discipline in party member

Article 38 Party committees at all levels should put the development of party member on the important agenda, incorporate it into the responsibility system for party building work, and take it as an important content of party building work debriefing, appraisal and party affairs disclosure.

the party committees of cities (prefectures, leagues) and counties (cities, districts and banners) inspect the development of party member once every six months, and all provinces, autonomous regions and municipalities directly under the central government.
