The confidentiality requirements for sending, receiving and transmitting confidential media are as follows:
1. When sending and receiving confidential media, the procedures for counting, registration, numbering and signing must be completed;
2 2. Confidential carriers must be transmitted through confidential transportation or confidential communications departments, and shall not be transmitted through channels without confidentiality measures such as ordinary postal services and express delivery.
When assigning a special person to deliver, you must choose safe means of transportation and traffic routes, and take safety and confidentiality measures; in cities with confidential document exchange stations, confidential-level and secret-level confidential carriers must be delivered within the city. This can be done through a confidential exchange station. When transmitting confidential carriers to overseas agencies, the approval procedures must be completed in accordance with relevant regulations and transmitted through diplomatic couriers.
Confidential carriers should be sealed and packaged. When packaging, carefully check whether the name of the receiving unit on the envelope or sealing bag (cover) matches the name on the document notification form. Only after checking and confirming that it is correct can it be sealed. The envelope or bag label must be marked with the confidentiality level, serial number and name of the unit sending and receiving the document (file). When using envelopes to seal top-secret classified carriers, envelopes made of anti-see-through materials and with tough seams around the edges should be used. The seals and middle seams of the envelopes should be stamped with seals or seal strips; when sealed in special document bags, The seams of document bags should be double-sewn, and the mouth of the bag should be double-sealed with lead marks. After the distribution of confidential carriers, the remaining confidential carriers must be counted, and the sum of the issued quantity and the remaining quantity must be consistent with the total quantity. Various registration lists for the distribution of confidential media must be kept for 3 to 5 years for inquiry.
Article 2 of the "Regulations on the Confidentiality Management of State Secret Carriers" as mentioned in these regulations (hereinafter referred to as the secret carrier) refers to the means of text, data, symbols, graphics, images, sounds, etc. Paper media, magnetic media, optical disks and other items that record state secret information. Magnetic media carriers include computer hard drives, floppy disks, audio tapes, video tapes, etc.
Article 8 Paper media secret carriers shall be printed in the internal printing room of the agency, unit or designated unit approved by the confidentiality department.
