3. Procedures for marriage registration

(1) Where both men and women request marriage registration, they shall apply to the civil affairs department of the county-level people's government or the marriage registration authority of the township (town) people's government with the required documents.

(2) Both parties shall fill in the Declaration of Application for Marriage Registration with black ink pen, and affix their signatures or fingerprints.
