Article 1 These Provisions are formulated in accordance with the National Security Law of People's Republic of China (PRC), the Anti-Spy Law of the People's Republic of China and the Detailed Rules for the Implementation of the Anti-Spy Law of the People's Republic of China, in order to strengthen and standardize the anti-spy security work and urge government agencies, public organizations, enterprises, institutions and other social organizations to implement their anti-spy security responsibilities.
Article 2 These Provisions shall apply to the anti-espionage security work carried out by state organs, social organizations, enterprises, institutions and other social organizations under the coordination and guidance of state security organs.
Article 3 To carry out anti-espionage security work, we should adhere to the unified leadership of the central government, the overall concept of national security, the combination of specialized work with the mass line, the combination of civil air defense, physical defense and technical defense, strictly abide by legal authority and procedures, respect and protect human rights and protect the legitimate rights and interests of citizens and organizations.
Article 4 State organs, public organizations, enterprises, institutions and other social organizations shall bear the main responsibility of their own anti-espionage security work, educate their own personnel on safeguarding national security, and mobilize and organize their own personnel to prevent and stop espionage and other acts endangering national security.
The competent department of the industry shall, within the scope of its functions and powers, supervise and manage the anti-spyware security work in this industry.
Article 5 State security organs at all levels shall, in accordance with their administrative authority, conduct professional guidance, supervision and inspection on the anti-espionage security work carried out by state organs, public organizations, enterprises, institutions and other social organizations according to law.
Article 6 The state security organs and their staff members shall strictly keep confidential the state secrets, work secrets, business secrets, personal privacy and personal information they know in the course of performing the anti-espionage security guidance and inspection duties, and shall not disclose or illegally provide them to others.
