Chapter II Responsibility System for Work Safety

Be responsible for the safety of leaders at all levels, functional departments, relevant personnel and production workers during construction according to the principle of "production must be managed safely".

The focus of this functional department is to supervise, inspect and assess the work of production safety, and do all the work of production safety management according to the arrangement of the leaders.

Article 4 the project department responsibility system for production safety

The key work of the construction project department must implement the principle of "management of production must ensure safety", plan, deploy, inspect and summarize production, and plan, deploy, inspect, summarize and assess safety production at the same time. And in the project management personnel to appoint someone who's in charge. 4. Dangerous explosives and important oil depots shall be separated from personnel stations according to regulations, properly kept and distributed according to relevant regulations, and shall not be lost.

(2) Responsibility for production safety at the beginning of construction:

1, strengthen the daily work of safety technology departments and full-time security personnel, clarify their responsibilities, obey the arrangement of project leaders, and do a good job in production safety.

2, set up a production team in security team, set up a part-time safety officer in the team, assist the team leader to pay special attention to the safety production of the whole class, and cooperate with the management of leaders and full-time safety cadres. In the duty group, workers are often inspected and urged to abide by the rules and regulations of safe production operation, use labor protection articles rationally, correct and prevent illegal operations, find all kinds of hidden dangers in time, and report problems that cannot be solved in time.

3. Before starting work, the construction site and facilities along the line (optical cable, oil pipeline, etc.) must be investigated in detail. ), cultural relics, ecological environment, etc. , and always remind the staff at work to avoid accidents.

4, supervision and inspection of flammable and explosive chemicals, to do a good job of fire control.

5, supervision and inspection of the use of labor protection articles, do a good job in production safety, must mobilize all the staff of the project department, responsible for labor protection, production safety and fire control work.

(3) Responsibility for production safety in construction:

1. Determine the safety management objectives and safety precautions, and the project objective is "four elimination and one innovation". "Put an end to" means: put an end to major employee casualty accidents; Put an end to major fire accidents; Put an end to major traffic accidents; Put an end to floods, fires and other accidents caused by construction, and "creating" means creating a safe and civilized construction section. The key points for safety precautions are: (1) to ensure the traffic safety of existing service roads; (2), to prevent material transportation safety accidents; (3) The accident of overturning the lifting equipment and structure of the construction vehicle; (4), to prevent electric shock, electric shock accident; (5), to prevent falling accidents; (6), to prevent subgrade collapse accident.

2. Strengthen safety education for employees. Firmly establish the idea of safety first, take regular safety classes and adhere to weekly safety education activities. Carefully look for hidden dangers of accidents, implement preventive measures, and put an end to serious injuries and fatal accidents.

3. The safety technical disclosure system shall be implemented step by step, and the management department shall organize relevant personnel to carry out detailed safety technical disclosure. Participants in safety technical disclosure shall go through the signing procedures and keep the information. Full-time security officers should supervise and inspect the implementation of safety technical measures and make records.

4, vigorously promote the safety system engineering management and safety construction target management technology, increase investment in construction sites and equipment, to ensure that safety in production is based on scientific management, reliable technology and adequate protective facilities.

5, production safety technical measures

Combined with the engineering practice, the safety measures for site, construction machinery, pile foundation, earthwork operation, pavement operation, bridge and culvert operation and protection engineering operation are formulated.

(1), construction site safety technical measures

The layout of the construction site conforms to the fire prevention, flood control, lightning protection and other safety regulations and the requirements of various constructions. The production, living and office buildings, warehouses, material yards, parking lots and maintenance workshops on the construction site shall be arranged according to the approved general layout.

(2) The road on site should be smooth, solid and smooth. Signs conforming to GB2893-82 Safety Color and GB2893-82 Safety Signs should be hung in dangerous places. (4), all kinds of houses, sheds, yards and other fire safety distance in accordance with the provisions of the public security department, shall not be stacked flammable items, smoking is strictly prohibited in wood processing plants, warehouses and other places; Flammable sundries on site should be cleaned at any time, and it is forbidden to pile up on or near the site with fire.

(5) The temporary electricity utilization on the construction site shall be carried out in strict accordance with the Technical Specification for Safety of Temporary Electricity Utilization on the Construction Site. It is forbidden to connect lighting or other electrical appliances. It is forbidden to use other metal wires instead of fuses.

(6) When buildings, dangerous goods and cultural relics endangering the ground are found during the construction, the construction shall be stopped immediately, and the construction can only be started after the treatment is completed.

6, construction machinery safety control measures

(1), all kinds of machinery operators and vehicle drivers must obtain operation qualification certificates, and are not allowed to operate machinery that does not conform to the certificates, and are not allowed to hand over mechanical equipment to personnel without local operation certificates. Mechanical operators should establish files, which should be managed by special personnel.

(2), the operator must be in accordance with the provisions of the machine manual, strictly implement the inspection before work and pay attention to observation at work and inspection and maintenance system after work.

(3), the cab or operation room should be kept clean and tidy, it is forbidden to operate machinery after drinking, and it is forbidden to run with illness or overload.

(4) When the mechanical equipment is parked at the construction site, a safe parking place should be chosen, and there should be special personnel to watch it at night.

(5) Fireworks are strictly prohibited when mechanical refueling.

(6) It is forbidden to repair, maintain and adjust the mechanical equipment in operation.

(4) Responsibility for safe production in rock blasting area during subgrade construction:

Carry out the construction in strict accordance with the construction specifications. Do a good job in the investigation of the blasting area and its surrounding environment (including pipelines and buildings), equip professional blasting workers and equipment, and arrange safety posts and safety officers in the blasting area. Pay attention to the blasting area and flying rocks, check and eliminate people, objects and objects in the strong earthquake area, and determine the blasting effect. Immediately and properly keep the explosive detonator on the working face, so as to avoid losing or causing major hidden dangers.

(6) Responsibility for safe production in bridge and culvert construction:

If it is necessary to construct part of the pile foundation in flood season due to special circumstances, it is necessary to keep in touch with the local water conservancy department regularly. 2. Cofferdam piling: Cofferdam design must meet the highest river water level and flood season construction. There should be a special person on duty during the flood season, and sufficient emergency materials must be prepared at the scene.

3. Pier construction: When the height exceeds 2m, a working platform and protective railings should be set around. When the operator gets on and off the dock. You should eat a special. It is forbidden to crawl along the scaffold.

4. Installation of main beam: After the single beam is installed in place, it is forbidden for people to walk on it. After the installation of the whole span beam, the limb protection measures shall be taken immediately, and the limb protection facilities shall not be removed before the bridge railing is formally installed.

5. During the construction of bridge superstructure, warning signs and enclosures shall be set at both ends of the bridge to prevent non-construction vehicles and personnel from entering.

Chapter III Safety Education

Article 5 Safety education refers to the education and training conducted by construction enterprises in order to improve the safety technical level and construction prevention ability of employees. It is an important work to do a good job in enterprise safety production and safety thought construction;

Chapter IV Safety Statistics Report

Chapter VI Safety Committee

Article 8 The Company shall set up a safety committee to organize, lead and supervise the safety production of the whole company (including branches) and implement the safety laws and regulations of various projects. The Committee is chaired by the relevant leaders of the company and consists of several members. The composition of the committee shall be stipulated separately by the company.

Article 9 The office of the Safety Committee is located in the Engineering Management Department to handle the daily work of safety production.
