Wuhan registered residents shall apply for passports for going abroad for personal reasons according to the following procedures.

Applicants can get the Application Form for Ordinary Passport of the People's Republic of China from the Exit-Entry Administration Office of Wuhan Public Security Bureau or the Jiangnan Acceptance Point (the fifth floor of the Administrative Committee of Donghu New Technology Development Zone), or they can log on to the Internet (website: www.whcrj.gov.cn) and download the form directly (printed on A4 format paper). Residents of Jiang 'an District, Jianghan District, Qiaokou District, Wuchang District, caidian district, Jiangxia District, huangpi district District and Xinzhou District can also get the forms from the public security bureau where they are registered.
(2) filing an application.
Residents of Jiang 'an District, Jianghan District, Qiaokou District and Wuchang District may apply to the branch office where the household registration is located. Residents in caidian district, Jiangxia District, huangpi district and Xinzhou District must apply to the Public Security Bureau where their household registration is located. Other residents of this Municipality shall go to the Exit-Entry Administration Office of the Municipal Bureau or the Jiangnan Acceptance Point (5th floor of Donghu High-tech Management Committee) for handling.

The address of the unit must be clearly written with the specific address and house number of the unit;
Fill in the first country after leaving the country or Taiwan Province Province of China, excluding transit countries;

The following shall be filled in by the personnel department of the applicant's unit, filled in by the person in charge of the unit, and signed with opinions and seals.
2. Submit digital photos. According to the requirements of certificate production, the applicant must take digital photos in the photo studio trained by the accepting authority.
3. Submit my valid resident identity card (temporary id card can submit it during the application, renewal and replacement of resident identity cards), the original and photocopy of the household registration book. The identity certificate submitted by people under the age of 16 can be an ID card or a temporary id card. When you apply for a passport, you need a guardian (usually both parents) to sign an agreement to go abroad and ask the guardian to accompany you. At the same time, submit the guardian's original ID card and residence booklet for inspection and keep a copy; If the guardian can't accompany him, submit the identity certificate of the guardian and the copy of the household registration certificate, the power of attorney and the identity certificate of the agent.
4. National staff shall submit the opinions of the competent authorities (for the definition of national staff, see Article 2 of the Notes).
5. Servicemen are required to submit the approval documents, military officer's certificates and military citizenship registration forms for going abroad (territory) for personal reasons issued by the party committees or political organs at the corps level in the military system with the power of examination and approval, and submit a copy.
6. Other relevant materials required by the public security organ.
Note: All copies submitted are A4 paper.
(3) Receipt of acceptance.
When receiving the receipt, the applicant shall carefully check its contents and sign for confirmation; After receiving the receipt, the applicant will print the General Payment Book of Non-tax Income in Hubei Province at the billing office with the receipt and pay the license fee to the commercial bank.
(4) obtain a certificate.
The evidence can be collected in person or by express mail, and the voucher can be collected according to the date on the receipt of the evidence. I must bring my resident ID card or residence booklet, hold the Certificate Receipt, and get the certificate after paying the fee. If I can't collect it, I must write a power of attorney. The trustee shall hold the original and photocopy of the identity cards of himself and the applicant, and collect them after registration. Completed certificates should be kept for three months, and those that have not been collected after the expiration date should be destroyed.
Forensic procedure:
1) Pay in Shou Feitai with the receipt;
2) With the payment receipt, go to the licensing desk to get the license;
3) Please check the contents of your passport carefully when you get the certificate to avoid mistakes.
In order to reduce your round-trip times and complete your passport application at one time, it is recommended to use postal express service. If you are willing to express, please go to the post office service desk in the reception hall of the entry-exit administration office with the evidence receipt after completing the application procedure, and the passport mailing fee can be paid directly at the post office counter.
The applicant shall hold the ID card, receipt and payment receipt, and obtain the license according to the time indicated on the receipt. If you really can't get the license, you must apply to the police who accepted the application for entrustment, write the name of the client on the receipt, and the police who accepted the application will sign it for confirmation. The client shall obtain the certificate with the ID card, the applicant's receipt and the special ticket (receipt) for the entry-exit certificate and visa (note) fee of Hubei Provincial Public Security Bureau. Applicants can also choose postal express voluntarily.
If the receipt is lost, you must use your ID card to get it.
Second, the scope of national staff
(1) State functionaries working in party and government organs at all levels, people's congresses, CPPCC, people's courts, people's procuratorates and people's organizations, and retired cadres at or above the department (bureau) level;
(two) members of the leading bodies of public institutions, middle-level (deputy) or above managers, and retired cadres at or above the department (bureau) level;
(three) the legal representative of state-owned enterprises, managers at or above the middle level, and representatives of state-owned shares of state-owned holding and shareholding enterprises;
(4) Other personnel who need to be submitted for the record, such as those involved in national politics, economy, security and commercial secrets, key personnel in financial, taxation, scientific research, teaching and other institutions, and on-the-job personnel with senior titles and doctoral degrees in state-owned enterprises and institutions.
Third, the time limit for applying for a permit.
The exit-entry administration department of the public security organ shall complete the examination and approval within 15 days from the date of acceptance (that is, the date of issuing the acceptance receipt), and prepare the certificate. In case of holidays, the time for obtaining evidence shall be postponed.
Passport renewal and replacement, if not in the original examination and approval authority, shall be verified by the original examination and approval authority and notified to the original examination and approval authority; Applicants who have moved into permanent residence within 5 years need to send a letter to their original residence for verification, and the time for sending a letter and waiting for a reply is not included in the time limit for obtaining a certificate.
The time limit for issuing entry and exit passes is 15 working days.
If the applicant has special circumstances that need urgent handling, it can be settled within 5 working days after submitting the corresponding supporting materials.
Special circumstances refer to:
1, go abroad for treatment or visit critically ill patients, and submit medical records;
2. When going abroad to attend a funeral, you need to submit a death certificate or a notice issued by the embassy or consulate to handle the funeral of the deceased;
3. If the time for studying abroad is less than one month, you need to submit an overseas admission notice;
4. If the entry permit or visa of the destination country is about to expire, a valid visa is required.
5. Other urgent reasons identified by the exit-entry administration department of the public security organ at or above the provincial level.
Four. Passport renewal
In any of the following circumstances, the holder may apply for a new passport:
(a) the passport is valid for less than 6 months, except that there are materials to prove that the destination country requires the ordinary passport to be valid for more than 6 months;
(2) The passport visa page is about to run out;
(3) Other circumstances identified by the exit-entry administration department of the Ministry of Public Security.
When renewing an ordinary passport, the materials listed in this notice, the original and photocopy of the ordinary passport shall be submitted.
China citizens who have settled abroad for a short period of time shall submit the original and photocopy of the ordinary passport, the certificate of settlement abroad and the guarantee certificate issued by the public security organ at or above the county level in their temporary residence to the public security organ at or above the county level.
If the visa page of the holder's passport has been used up and it is necessary to keep the valid visa on the original passport, the upper right corner of the front and back cover of the original passport can be cut out and returned to the applicant.
V. Replacement of lost passports
If the passport is damaged, lost or stolen, the applicant shall apply to the exit-entry administration department of the public security organ at or above the county level where the household registration is located. In addition to the application materials submitted in the first basic procedure, the following materials shall also be submitted:
(a) newspapers (Hubei Daily, Changjiang Daily) declared the materials invalid.
(2) Where a certificate is damaged and an application for a replacement is made, a certificate of damage and a description of the reasons for the damage shall be submitted.
(3) If the certificate is lost or stolen and applied for replacement, the certificate of loss reporting issued by the public security organ of the lost or stolen place and the description of the loss or theft shall be submitted.
China citizens who have settled abroad for a short period of time to apply for a replacement ordinary passport shall submit it to the exit-entry administration department of the public security organ at or above the county level in their temporary residence, and submit the materials specified in the preceding paragraph, the certificate of overseas residence and the temporary residence permit issued by the public security organ at or above the county level in their temporary residence.
Sixth, matters needing attention in passport change.
Ordinary passport holders who are worried about any of the following circumstances may apply to the exit-entry administration department of the public security organ at or above the county level where their household registration is located:
(1) Previous names, traditional Chinese names, mbth names or nonstandard Chinese phonetic names deemed necessary by the exit-entry administration department of the public security organ;
(2) Other circumstances identified by the exit-entry administration department of the Ministry of Public Security.
The entry-exit administrative department of the public security organ shall require the applicant to submit the resident identity card, household registration book and the supporting materials that need to be changed and added to the ordinary passport.
Seven. Issue entry and exit permits
China citizens who are inconvenient or unable to leave the country with passports due to special circumstances should submit corresponding materials according to different situations, mainly including the certificate issued by the local police station, the applicant's travel permit, passport or residence certificate abroad, etc. If the entry-exit pass is damaged, lost or stolen and needs to be reissued, the formalities for completing it are the same as those for passports.

The exit-entry administration department of the public security organ will strengthen the management of citizens leaving the country for private purposes according to law, strictly accept the examination and approval procedures, adhere to the system of meeting applicants, severely crack down on illegal acts such as fraud and obtaining certificates, and maintain the normal order of exit-entry administration in our city.
