An effective tourism electronic contract must meet two conditions at the same time: two signers pass real-name authentication and use reliable electronic signature technology. Tourism electronic contract is a tourism contract concluded with the approved standard format of tourism contract in the third-party electronic contract conclusion system that conforms to the law. It can realize all the functions of online reporting, signing, modifying, downloading, uploading and filing, statistical analysis, supervision and management with tourists. A tourism electronic contract with real-name authentication and reliable electronic signature has the same legal effect as a paper tourism contract. Article 13 of the Electronic Signature Law of People's Republic of China (PRC) stipulates that an electronic signature shall be regarded as reliable if it meets the following conditions at the same time: (1) If the electronic signature production data is used for electronic signature, the data belongs exclusively to the electronic signer; (2) When signing, the electronic signature production data is controlled by the electronic signer; (3) Any changes to the electronic signature after signature can be found; (4) Any changes to the content and form of the data message after signature can be found.
