After the parties sign the notice of detention of goods, they will give one copy to the parties. If a party refuses to sign, it shall explain the reasons for refusing to sign or the person who has circumstantial evidence. After the party concerned pays the fine on the specified date, the urban management department shall return the seized articles or money. At the same time, the Administrative Punishment Law stipulates that Article 53, except for articles that should be destroyed according to law, illegal property confiscated according to law must be auctioned publicly or disposed of according to relevant state regulations.
