1 Purpose

3 Responsibilities

3.1 The Project Management Department is responsible for production outsourcing

4. Procedure

4.1 Our company’s outsourcing process is divided into three categories: partial product design process outsourcing, production outsourcing and testing outsourcing Forms of outsourcing:

a) For important products that are more difficult to design, have a longer cycle, require more technical effort, and may affect flight, the company chooses professional design units for outsourcing.

b) For the production process of some products, select professional production units to outsource production.

c) For some important purchased parts and products produced by the company itself, if the company does not have the means to test, the company will entrust testing, that is, testing outsourcing.

4.2 When selecting a contractor, attention should be paid to its qualifications, design and development level, process, equipment status, testing facilities, quality assurance capabilities, etc.

4.3 When signing an outsourcing agreement, the name, purpose, supporting relationship, technical indicators, environmental conditions, adopted design standards, reliability requirements, maintainability requirements, installation method, interface relationship, and delivery schedule of the product should be clearly defined. , delivery quantity and the content that both parties need to coordinate. The agreement should clarify our confirmation points. The company treats outsourcing as an independent process and controls it as part of the quality management system.

4.4 Design and development outsourcing

4.4.1 After signing the outsourcing technology agreement, provide samples or relevant technical data to the contractor. When necessary, the contractor may participate in on-site surveying and mapping tasks.

4.4.2 The contractor should plan the product design and development process and form a design and development plan. The content of the plan should include: clarifying the division of product design stages, the goals or requirements to be achieved at each stage, and determining the appropriate Arrangements for review, verification, and validation work at each design stage. The design plan should be confirmed by our company.

4.4.3 When the technical indicators or requirements of certain products cannot be implemented in one step due to limited conditions, the contractor shall negotiate with us to adopt a step-by-step implementation, and the contractor’s designer in charge shall prepare a pre-plan Product improvement plans should be confirmed by us.

4.4.4 Participate in the plan review meeting held by the contractor and sign the review conclusion.

4.4.5 During the contractor’s preliminary prototype design (Type C) process, the contractor should be required to provide a purchase list of key components and materials, which should be confirmed by us.

4.4.6 When necessary, participate in the contractor's design review and standardization review of the Type C stage. Mainly review technical documents such as design drawings and technical specifications.

4.4.7 Participate in the transformation review meeting (conversion to S-type) hosted by the contractor’s design department and sign the review conclusion.

4.4.8 The contractor shall formulate a product standardization outline or product standardization comprehensive requirements in accordance with the enterprise’s standardization requirements and submit them to us for countersigning.

4.4.9 The contractor shall provide our company with outline drawings, general assembly drawings, external wiring diagrams and technical specifications for detailed design, and shall be confirmed by us.

4.4.10 The contractor shall provide our company with effective evidence of product quality assurance in accordance with relevant regulations and accept the systematic quality supervision and inspection of our unit's quality engineer. When necessary, our unit can send engineering representatives to the contractor's site for inspection as appropriate.

4.4.11 Before the product is installed and tested for flight, the contractor shall be responsible for completing product environmental testing, product performance testing and related ground system joint testing, and drawing test conclusions. Provide us with product quality review reports and test reports stipulated in environmental technical requirements. Test samples should be provided to us when necessary.

4.4.12 Product resume and certificate requirements shall be implemented in accordance with the provisions of GJB2489-95 "Requirements for Preparation of Aviation Airborne Equipment Resume and Product Certificate" and GJB2488-95 "Requirements for Preparation of Aircraft Resume" .

4.4.13 After the product is converted to S type, the contractor should provide us with the following documents of the S phase within a certain time limit (some documents can be submitted during the trial production process.):

a) Reliability outline;

b) Maintainability outline;

c) Components list (including key parts and important parts list);

d) Environmental stress screening plan;

e) Product outline drawing;

f) Product assembly drawing;

g) Technical specifications;

h) Documents specified in the technical agreement.

4.4.14 When the contractor delivers the product, it shall also deliver the product performance test report (on demand) and be responsible for explaining and providing technical services to our engineering and technical personnel. And submit the following documents to us:

a) Documents related to product qualification issued by the quality inspection department;

b) Technical specifications and overall dimensions countersigned by us or the chief engineer unit , interface relationship and installation cross-link relationship diagram and other documents;

c) Environmental test report;

d) Factory (institute) internal identification test report;

f) Other relevant supplementary documents.

4.4.15 We will countersign the product design finalization test outline. And participate in the pre-trial and final review meetings.

4.4.16 After the design of the product is finalized, the contractor shall provide us with type D information, including countersigned product drawings, product technical specifications, technical instructions, use and maintenance manuals, airborne equipment maintenance manuals, Finalization conclusion, resume/certificate, etc.

4.4.17 Design changes to drawings and technical documents countersigned by the company must be confirmed by the company's countersign.

4.5 Production outsourcing control

4.5.1 We should conduct sufficient research on the contractor to ensure that it is a professional and qualified manufacturer and has standardized product quality management , there are strict operating procedures and methods.

4.5.2 After signing the production contract, we can appoint specialists to track and manage the contractor's production progress and quality according to the product requirements.

4.5.3 The contractor shall provide us with a component purchase list, and shall provide written quality certification documents for key and important parts.

4.5.4 Products should have batch and serial numbers. The batch and serial numbers can be formulated by our company or uniformly formulated by the contractor, but the uniqueness of the product batch and serial numbers should be ensured. , we can track and trace products by batch and serial number at any time.

4.5.5 Keep abreast of the contractor's production capacity and planning arrangements to ensure that the contractor's production process is under control.

4.5.6 When the product is delivered, our company will inspect the product according to the established inspection specifications. If it is necessary to go to the contractor for on-site inspection or acceptance, both parties should agree in advance.

4.5.7 The following documents should be attached when the product is delivered. If the delivered product is a semi-finished product or spare parts, the documents can be submitted according to the contract when delivering:

a) Technical specification, resume This/certificate;

b) Operation and maintenance manual;

c) Other documents specified in the contract.

4.6 Inspection outsourcing control

4.6.1 We should conduct sufficient research on the contractor to ensure that it has relevant qualifications, professional testing facilities, and strict operating procedures and testing methods. .

4.6.2 The contractor should indicate to us the testing facilities, testing conditions, etc., and ensure that the testing facilities are used within the validity period.

4.6.3 Sign a testing outsourcing contract with the contractor to clarify the testing items, testing standards, qualification conditions, etc.

4.6.4 After the product testing is completed, the contractor shall deliver the following documents to us at the same time as delivering the product:

a) A list of testing facilities, and if necessary, a certificate of validity and use of the testing facilities Documents (this item is exempted if the contractor is an authoritative national inspection agency);

b) Test report;

c) Other documents stipulated in the contract.

4.6.5 Our company will conduct sampling checks on inspection results based on specific products.

4.7 Control of key process outsourcing

The key processes in the outsourcing process shall be controlled as follows:
