Village-level Cultivated Land Protection Responsibility Letter
In order to effectively protect cultivated land and implement basic national policies, according to the "2014 Land and Resources Management Target Responsibility Letter" signed by this government and the county government , combined with the actual situation of the township, we specially signed this responsibility letter.
1. Responsibility objectives of the township government
(1) Scientifically and rationally prepare the overall land use plan in the jurisdiction, and determine the amount of cultivated land retained in accordance with the overall land use plan and the area of ??basic farmland protection areas to determine the farmland protection goals of the township.
(2) Regularly inspect, supervise and assess the amount of cultivated land and the protection and management of basic farmland in the jurisdiction, solve problems in a timely manner, and put forward guiding opinions on the construction, protection and management of basic farmland.
(3) Incorporate the protection of cultivated land and basic farmland into the national economic and social development plan, formulate basic farmland construction plans, provide farmers with advanced agricultural science and technology, and provide various conditions for protecting cultivated land and basic farmland .
(4) Establish and improve the protection archives of cultivated land and basic farmland, do a good job in dynamic monitoring of basic farmland protection areas, and keep abreast of the dynamic changing trends of basic farmland.
(5) Strengthen the management of land used for housing construction by rural residents. In principle, the land used by rural residents to build houses must use the original homesteads or vacant land in villages and towns, and do not occupy cultivated land. If it is necessary to occupy cultivated land for the implementation of village and market town planning, new rural construction and old village demolition and resettlement, the obligation to balance occupation and compensation must be fulfilled, and the land used for housing construction by rural residents must be strictly reviewed and controlled.
(6) For village-level reports on cases of illegal occupation of cultivated land, arrange for the Land and Resources Bureau to investigate and deal with them within 3 days from the date of receipt.
2. Responsibility objectives of the village committee
(1) Supervise villagers to use land and protect cultivated land in accordance with the purposes specified in the contract;
(2) Stop villagers from Acts that damage cultivated land and basic farmland;
(3) Maintain the contracted management rights of land in accordance with the law;
(4) Respect villagers’ autonomy in production and operation and not interfere with villagers’ rights to cultivated land and basic farmland. Production and operation activities required by farmland protection;
(5) Implement the overall land use plan formulated scientifically and rationally by the township people's government, organize the construction of agricultural infrastructure, and provide production, technology, and information services to villagers.
(6) Do a good job in dynamic monitoring of farmland protection areas and keep abreast of changing trends in basic farmland protection.
(7) If any illegal occupation of cultivated land is discovered, report it to the town people's government within 3 days.
3. Evaluation Methods
(1) The completion of the above-mentioned goals shall be based on the year-end statistical results. It is required to report truthfully and no omissions, false reports or concealment of reports shall be allowed.
(2) At the beginning of the next year, the township government will organize an assessment team to assess and evaluate the completion of the target responsibility tasks reported by each village. The specific assessment methods will be formulated separately.
IV. Reward and Punishment Regulations
(1) Those villages that fully complete the above-mentioned responsibility goals will be designated as advanced villages in cultivated land protection, and the township government will reward the main persons in charge of the village.
(2) If the above-mentioned responsibility goals are not achieved, a notice of criticism will be given; if the task is not completed for two consecutive years or the illegal land use is serious that year, the violation of land use regulations issued by the Ministry of Supervision and the Ministry of Human Resources and Social Security will be followed. According to the provisions of the "Measures for Disciplinary Measures for Administrative Prescribed Behaviors" (Order No. 15), the main person in charge of the village and relevant responsible persons will be held accountable.
(3) If the township government's poor implementation of the responsibility objectives affects the farmland protection work of the township, the township chief and the deputy township chief in charge shall bear leadership responsibilities.
This letter of responsibility is made in triplicate, with the township government, village committee, and land and resources office each holding one copy.
