What is pension qualification certification?
Pension qualification certification, commonly known as "living certificate", is formulated in various parts of China according to local conditions. For retirees who have emigrated overseas, the current policy is mainly annual review.
Question 1: Can people who emigrate overseas receive a domestic pension?
According to the Social Insurance Law of People's Republic of China (PRC) and its implementing regulations, as long as the following two conditions are met, you can receive a pension:
1. Participate in the basic old-age insurance and the payment period reaches 15 years; 2. Reach the statutory retirement age (subject to local or industry regulations).
Question 2: Can I get a pension after joining a foreign nationality?
According to "Regulations on Retirees Accepting Residency Abroad Can Still Enjoy Retirement Benefits after Joining a Foreign Nationality" ((85) Zheng Qiao ZiNo. 1 19), retirees can continue to enjoy relevant retirement benefits after joining a foreign nationality.
Under normal circumstances, to receive a pension, you must first complete the retirement procedures in China and obtain a pension account. If you have changed your nationality before retirement, you can't continue to participate in the old-age insurance, but you can only receive the pension in advance. The pension you receive can only be part of your personal account, and the social pooling part will not be available. If you change your nationality after retirement, you can still enjoy social insurance and receive a monthly pension. That is to say, as long as the basic conditions for receiving a pension in China are met, retirees can continue to receive a pension after joining a foreign nationality. Question 3: Can I ask someone else to go through the formalities of pension qualification certification?
You can do it on your behalf, but you can actually apply by yourself through the "China Consul" app. If you apply, you still need to submit paper materials (see below). In principle, overseas parties should personally apply to the Consul of China. Question 5: the cost and processing time of applying for pension qualification certification
In the "China Consular APP", you can apply for pension eligibility review for free. After the application is submitted successfully, the human and social departments across the country will complete the review within 10 working days and feed back the review results.
Question 6: How to inquire about local pension information and policies?
Applicants can visit the website of the social security department that plans to receive pensions or call the local hotline 12333 for specific policies and regulations.

Chinese embassy in the United States: guide to receiving pension qualification certification during the epidemic.
Retirees and resignees from China who live in the United States (China citizens have obtained green cards or joined the United States) can apply for free pension qualification certification from embassies and consulates in order to receive domestic pensions. The specific procedures are as follows:
1. Use the "Consul of China" APP for online processing.
In order to provide more convenient consular services for overseas compatriots and realize "pocket phone" and "zero errands", according to the unified domestic arrangements, the China Embassy in the United States officially launched the "Consular China" APP on May 3 1, and simultaneously launched the "insurance qualification certification" function.

Applicants who need to apply for old-age qualification certification with APP must use China Mobile's mobile phone number or email address for account registration and real-name authentication, and conduct online face recognition and identity verification. After logging in to the APP, select the "Pension Qualification" business module.
Complete and accurate personal information and bidding business information (including the selection of bidding embassy or consulate). APP pushes relevant information to Ministry of Human Resources and Social Security and distributes it to local human resources and social security departments for review. Under normal circumstances, the function of APP for pension qualification certification will replace the paper Qualification Examination Form for Persons Living Abroad issued by the Embassy. Since the applicant's identity information is verified by the system, the embassy does not need to check it manually. If the authentication fails, the online submission fails, or the audit results are not found, the applicant still needs to mail the paper authentication through offline channels.
Operation process: China Consular APP online certifies the pension qualification.
(1) Download the "Consul of China" APP, register your account and authenticate your real name.
(2) Select "Pension Qualification" and fill in personal information truthfully, completely and accurately according to the system prompts.
(3) The system will conduct face recognition online, verify identity and submit information.
(4) The submitted materials will be reviewed online by human and social departments all over the country.
(5) Applicants can check the audit results of local social departments online.
(6) After the online examination, the applicant does not need to apply to the embassy for a paper version of the Examination Form for Eligibility of Persons Living Abroad to Receive Pensions.
Second, offline mailing.
Applicants living in the consular section of the embassy may apply to the embassy by mail and submit the following materials:
1. A copy of the Pension Qualification Examination Form for Persons Living Abroad notarized by an American notary and signed by the applicant himself. The audit form is divided into two parts. Please fill in in Chinese in regular script, with clear handwriting and no alteration. Please use a pen or carbon ink pen. The number of the audit form, the signature of the agent and the signature of the auditor shall be filled in by the staff of the embassy or consulate, the official seal of the confirmation institution shall be stamped by the staff of the embassy or consulate, and the other parts shall be filled in by the applicant.

Third, matters needing attention
(1) The audit form is filled in by the applicant and divided into two parts. The first part is kept by foreign embassies and consulates, and the second part is submitted by the applicant to relevant domestic departments.
(2) If the applicant has applied to the competent department of the United States for notarization and authentication of the contents of the pension qualification form, the embassy may handle consular authentication for him.
(3) Please notarize the residence certificate sent to Hong Kong and Macao.
(4) The Qualification Examination Form for Persons Living Abroad issued by foreign embassies and consulates is only a proof of the living conditions of the parties concerned, and whether the parties are eligible for domestic pensions shall be examined and decided by the domestic pension eligibility issuing department.
