Interim Measures for Accountability of Management Cadres

Article 1: In order to guide and motivate all management cadres to correctly perform their duties, strengthen work responsibilities, improve work efficiency, and ensure the healthy development of the school, in accordance with the "Higher Education Law of the People's Republic of China", refer to The "Interim Provisions on the Implementation of the Accountability of Party and Government Leading Cadres", the "Administrative Supervision Law of the People's Republic of China" and other laws and regulations are formulated based on the actual situation of the school.

Article 2 The management cadres mentioned in these regulations refer to all middle-level cadres of the school.

Article 3: The principles of seeking truth from facts, objectivity and impartiality, unity of powers and responsibilities, and combination of education and punishment must be adhered to when implementing the accountability of management cadres.

Article 4 If a unit (department) has any of the following circumstances, the relevant management cadres shall be held accountable for their work:

1. Failure to conscientiously implement the principles and policies of the party and the state , Failure to conscientiously implement the school's decisions and work arrangements, resulting in sluggish government orders and affecting overall work arrangements;

2. Violating the rules of procedure and making decisions without authorization, resulting in erroneous decisions, losses or adverse social impact ;

6. Violating national policies and relevant school regulations during various enrollment, examinations, cooperative education, and class-running processes, causing losses or adverse social impact;

7. Inadequate management of education and teaching, causing teaching accidents and adverse social impact;

8. For mass, sporadic incidents, major public emergencies or security incidents, the person responsible Failure to arrive at the scene for processing at the first time, or improper handling, resulting in adverse social impact or heavy losses;

9. Cases of violations of laws and disciplines by staff due to lax education, poor management, and inadequate supervision

12. Other situations that cause serious consequences or adverse social impact.

Work problems arising from reform and innovation around school construction and development are not within the scope of accountability and can be studied and dealt with according to specific circumstances.

Article 5 Classification of economic losses: 10,000 yuan and below are general economic losses; 10,000 yuan to 100,000 yuan are major economic losses; more than 100,000 yuan are major economic losses.

Article 6 Adverse social impact includes: causing widespread adverse reactions among teachers, students and employees of the school; causing social concern and adverse reactions; causing serious negative impacts inside and outside the school.

Article 7 The form and scope of liability investigation:

1. Any behavior that causes general economic losses, causes widespread adverse reactions among teachers and students of the school, or affects work arrangements and work implementation , or illegal expenditures, etc., depending on the severity of the case, an admonishment speech, a notice of criticism, a warning, or a serious warning will be given.

2. Anyone who causes large economic losses, or causes social concern and adverse reactions, or who has arbitrary charges, privately set up small treasury, privately divides public funds, etc., will be ordered to suspend from work for inspection, depending on the seriousness of the case, and Take the blame and resign, or be demoted.

3. Anyone who causes major economic losses, or causes serious negative impacts outside the school, or causes fires, thefts, food poisoning and other accidents or casualties, or cases of staff violations of laws and disciplines, will be ordered to do so. Resignation or removal from office.

The above forms of liability investigation can be used individually or in combination.

Article 8 If economic losses are caused, in addition to holding the work responsible, the relevant personnel and their units (departments) will also be given certain economic penalties.

Article 9 Anyone who violates party discipline and government discipline shall be dealt with in accordance with the relevant provisions of party discipline and government discipline. Those suspected of committing a crime shall be transferred to judicial organs for investigation of criminal responsibility.

Article 10 Procedure for accountability:

1. The school’s Discipline Inspection Commission Office is the acceptance department for accountability.

4. Listen to the statement and defense of the person being held accountable, formulate the handling opinions into personal meeting materials, and submit them to the person being held accountable for signature.

5. Report to the school party committee for study and make a decision to pursue or exempt the person being held accountable.

6. Implement the decision on accountability and perform relevant procedures.

Article 11 If management cadres dare to expose problems that occur within the scope of their duties, take the initiative to investigate and deal with them, recover losses, and make serious rectifications, they may be given a lighter sentence, mitigated, or exempted from investigation as appropriate; Those who cover up or cover up problems, fail to investigate or investigate, or fail to cooperate with the investigation and handling of relevant departments shall be severely or severely punished depending on the circumstances.

Article 12 Any problems that occur during the tenure of management cadres, whether they are in office or out of office, will be investigated according to the nature of the problems that occurred during their tenure and the degree of responsibility.

Article 15: Responsibility investigation status will be announced within a certain range.

Article 16: The investigation of work responsibilities of other managers shall be carried out by their units (departments) with reference to these regulations.

Article 17 The office of the School Discipline Inspection Commission is responsible for the interpretation of these regulations.

Article 18 These regulations will be implemented from the date of issuance.
