Generally speaking, when bidding, the names of "project management personnel" need to be signed, including: project manager, technical director, quality inspector, safety officer and employees in the industry (these people are necessary because of different regulations in different places). If you don't want to use the organization at the time of bidding (this must be approved by the tenderer), the field personnel will sign it. But no matter whose name you sign, you must have a "qualified practice certificate."
