Regulations of Changchun Municipality on Dog Breeding Management

Third dog management adhere to the principle of strict management, prohibition and restriction. Follow the principles of dog owners' self-discipline, government supervision, grass-roots organizations' participation in management and public supervision.

Dog owners should raise dogs in a civilized manner according to law, respect social morality, love and protect dogs, and shall not harm public interests or the legitimate rights and interests of others.

Article 4 The people's governments of cities and counties (cities) shall strengthen the leadership of dog management, establish a linkage mechanism of dog management departments, coordinate and solve problems in dog management, and ensure the personnel, funds, places, equipment and facilities needed for dog management.

Dog certification:

Residents who raise dogs should apply for registration with their dogs to the local city appearance and environmental sanitation administrative department or the city street office entrusted by them, fill in the registration form for raising dogs, and provide the following materials:

(a) household registration book and identity certificate;

(2) An immunization certificate issued by a legally established animal epidemic prevention agency;

(3) Two photos of dogs.

District urban city appearance and environmental sanitation administrative department or its entrusted urban sub-district office shall register those who meet the requirements after examination, and issue dog license and dog logo; If it cannot be handled on the spot due to special circumstances, it shall be completed within seven working days from the date of receiving the materials; If it is not registered, it shall give a written reply and explain the reasons.
