The construction of "smoke-free campus" is a systematic, long-term and arduous project, involving all students and all aspects of university management. Tobacco control work adheres to the working ideas of overall planning, unified thinking, perfect system, departmental management and full participation. In specific work, we should pay attention to creating an atmosphere by publicity, promoting norms by system, ensuring implementation by inspection, consolidating achievements by education, and striving to build a long-term mechanism of "smoke-free campus".

Set up a leading group of "smoke-free campus" to be responsible for smoke-free supervision in public areas of the campus, check the implementation of smoke-free in the college, and guide and urge all students to do a good job in tobacco control. Inspection team: led by the Student Affairs Office and various departments, responsible for tobacco control, inspection and supervision of students in various places on campus.
(two) to increase publicity, the formation of tobacco control knowledge.
All departments should cooperate closely, give full play to the role of public opinion work of various propaganda media, and form a public opinion atmosphere of "smoking is harmful and useless" and "everyone is responsible for smoke-free campus" in the whole hospital. Call on the majority of students to "don't buy cigarettes, disrespect cigarettes, don't smoke" and eliminate all inducing factors and inducing environments. Propaganda department, departments and student affairs office (Youth League Committee) should publicize the initiative of "smoke-free campus" construction and the harm of smoking through various forms such as college homepage, radio stations, campus bulletin boards, banners, posters, blackboard newspapers, theme class meetings and special education lectures, expose the phenomenon of smoking on campus, and announce the inspection and evaluation results of "smoke-free campus" construction. Set up no-smoking signs such as "No Smoking" in offices, teaching buildings, dormitories and laboratories.
All departments should actively make use of various channels, such as head teacher meetings and student theme class meetings, to carry out education on tobacco control, smoking cessation and smoking ban among the majority of students, so that tobacco control and smoking cessation will become the conscious actions of all students. Through publicity, all students fully realize the significance of creating a "smoke-free campus" activity. It is everyone's responsibility to create a strong atmosphere of smoking control and cessation by sorting out cigarette butts and collecting smoking utensils.
(c) Clear responsibilities, actions, inspections and evaluations to facilitate supervision.
Create a "smoke-free campus" and implement the leadership responsibility system and the department responsibility system. The person in charge of each department is directly responsible for the smoke-free work, and is responsible for the smoke-free publicity, education and persuasion for all students. In order to carry out the job responsibilities, the tobacco control responsibilities of various departments and relevant departments are now defined as follows:
1. Student Affairs Office (Youth League Committee) and departments: responsible for tobacco control, smoking cessation, publicity and education on smoke-free campus, atmosphere creation, etc.
2. Each department: responsible for the propaganda, education and inspection of tobacco control, smoking cessation and smoke-free, focusing on tobacco control, supervision and management for students with long smoking age and addiction, especially those in five-year colleges and universities.
3. Student Affairs Office (Youth League Committee): responsible for the implementation, supervision and management of students' tobacco control. It is necessary to formulate specific tobacco control management rules, clarify the responsibility system for tobacco control, carry out regular and irregular tobacco control effectiveness inspections, and focus on students who are addicted to smoking. Conduct a thorough investigation of smoking dormitories, register them, and conduct irregular inspections. We should give full play to the exemplary leading role, propaganda role and civilized persuasion role of student cadres and organizations such as student party member team, student union and self-discipline association in tobacco control. Through organized voluntary service, tobacco control publicity and supervision and other forms of activities, students are guided not to smoke, and smokers are urged to quit smoking.
The college will organize the quantitative ranking and publicity of students' tobacco control effectiveness in each department, and take tobacco control as an important reference index for each department to select outstanding class teachers, outstanding class groups, outstanding students and student cadres.
4. The Student Affairs Office (Youth League Committee) will set up a tobacco control steering group composed of student staff of various departments, representatives of class teachers and student cadres to regularly check and report smoking behavior in the whole hospital.
5. Before April 8th, each department reported the contact person (each department 1) who created the "smoke-free campus" to the Student Affairs Office for summary, so as to facilitate the contact, inspection and notification of the leading group for tobacco control.
(four) to carry out a series of activities to consolidate the effectiveness of activities.
1. Organized a tobacco control signature activity, organized college students to participate in a collective signature activity with the theme of "Rejecting tobacco infringement and creating a smoke-free campus", and the college used billboards, banners and display boards to publicize tobacco control knowledge.
2. Hold a lecture on the harmful health knowledge of smoking, so that students can understand the scientific knowledge that smoking can lead to cardiovascular and cerebrovascular diseases, respiratory diseases and cancer, and the harm that smoking causes to others.
3. Organize class meetings with the theme of "Smoking is harmful to health", and carry out special essay activities and special windows.
4. Uniformly print the "smoke-free dormitory" sign and post it in the student dormitory where smoke-free is realized.
(5) Establish and improve the reward and punishment mechanism.
Students who actively responded to the anti-smoking activities, actively controlled smoking and quit smoking, and resolutely gave up the uncivilized habit of smoking were fully affirmed by all departments and praised by all classes at the class meeting; Take the initiative to participate in anti-smoking activities, take the initiative to participate in anti-smoking propaganda, take the initiative to persuade smoking students to quit smoking, take the initiative to participate in anti-smoking inspection activities, with outstanding performance and obvious effect, and the college awarded the title of "model of anti-smoking volunteers".
Students' illegal smoking is mainly guided by education, supplemented by punishment, and linked to the comprehensive evaluation results of students. If education is ineffective, criticism is repeated, or smoking causes adverse effects and consequences, students' comprehensive evaluation scores will be reduced as appropriate, and warnings and above will be given.
