The "Detailed Rules" stipulate the requirements and implementation rules of switching operation, as well as inspection and assessment.
All the maintenance work on electrical equipment or power lines in substations and the operation of stopping power transmission of electrical equipment or lines must strictly implement the "Regulations on Electric Safety Work" and "Detailed Rules".
4. Precautions:

5. 1.3 Operation start time and end time
Fill in the start time after receiving the operation command from the dispatcher from the attendant; After all operations are completed and reported to the dispatcher, fill in the end time.
5. 1.4 Operation Task
5. 1.4. 1 The dual name of the equipment shall be filled in for the operation task.

5. 1.5 operation items
5. 1.5. 1 Circuit breakers (hereinafter referred to as switches), disconnectors (hereinafter referred to as circuit breakers) and drop fuses that should be closed.
5. 1.5.2 Check the positions of switches and circuit breakers.
A. After the switch and circuit breaker are operated, check whether they are in the post-operation state;
B. When the load is reversed or operated in parallel, check the power supply of another power supply;
C. Before sending the overhauled equipment, check whether the switches and circuit breakers related to the equipment are in the off position.
5. 1.5.3 During installation and disassembly, the exact position and quantity of grounding wires shall be marked.
5. 1.5.4 After removing the grounding wire, check whether the grounding wire (grounding breaker) has been removed.
5. 1.5.5 Install (close) or remove (open) the safety or quick release switch of the control circuit or the secondary circuit of the voltage transformer; Install or remove the secondary plug of the trolley switch.
A. When the switch is overhauled, remove the closing insurance after opening the switch, remove the control loop and signal loop insurance of the circuit breaker after opening the circuit breaker, and cut off the operating power supply of the electric circuit breaker;
B before closing the circuit breaker, the control circuit and closing signal circuit of the circuit breaker shall be insured, and the operating power supply of the electric circuit breaker shall be closed. Before closing the switch, the switch closing insurance shall be installed;
C. If the line is out of power and the line switch does not work, it is not necessary to remove the insurance for controlling the closing circuit;
D after the line switch and breaker are opened, before installing the line-side grounding wire (grounding breaker), remove the secondary insurance of the line-side voltage transformer or open the secondary quick release switch;
E. When the line is electrified, before the line switch is closed, the secondary insurance of the line-side voltage transformer should be installed or the secondary quick-break switch should be closed;
F before grounding wire is installed on the primary side of transformer and voltage transformer, the secondary insurance shall be removed or the secondary quick release switch shall be turned on;
G. After the bus power failure, the bus voltage transformer shall be shut down: (except for resonance phenomenon and unsatisfactory automatic switching device);
H. Before bus power transmission, bus voltage transformer should be put into operation (except resonance phenomenon and unsatisfied automatic switching device);
First, after the power failure of the equipment, pull the trolley switch to the test position and remove the secondary plug of the trolley switch cabinet;
J before the equipment is powered on, push the trolley switch to the test position and install the secondary plug of the trolley switch cabinet;
K before the operation of the equipotential circuit breaker, the control safety of the parallel switch should be released.
5. 1.5.6 Switch protection circuit and automatic switch device.
A. When the equipment is powered on and the switch is turned on, check that the protection is correctly put into operation, and put into the protection of transmission equipment according to the dispatching command and operation procedures;
B. turn on or turn off the automatic device;
C. Switch the terminals of the protection circuit or turn on or off the protection device;
D. Double numbers should be used for secondary circuit protection or automatic device linking plate switching.

5. 1.5.8 Before installing the grounding wire, check the power on the power-off equipment (except for GIS and the load side of the single-power trolley switch that do not have the conditions for power check).

5. 1.7 Fill in the terms of operation ticket

5. 1.8 Matters needing attention in filling in operation ticket
5. 1.8. 1 The handwriting is neat and clear.
5. 1.8.2 It is forbidden to merge projects (such as electricity inspection and grounding wire installation), and it is not allowed to add, reverse, leak or arbitrarily alter projects.
5. 1.8.3 If individual errors or missing words need to be corrected, they should be crossed out with a red pen "=", and the correct words should be written beside them so that they can be clearly identified after correction. The number of words changed in each operation ticket shall not exceed three, otherwise a new ticket shall be filled in.
5. 1.8.4 The following three items in the operation ticket shall not be altered.
A. equipment name, serial number, pressure plate and plug;
B. Relevant parameters and termination number "ㄣ";
C. operational verbs such as "open" and "close".
5. 1.8.5 invalid operation tickets (including operation tickets that are incorrectly filled and no longer executed) shall be stamped with the word "invalid" on the operation task bar of each operation ticket.
5.2 the execution of the brake operation

5.2. 1. 1 Switching operation must be carried out by two people. The deputy attendant is the operator and the attendant is the guardian. When two electrical systems run in parallel, the person on duty is the operator and the person in charge on duty is the guardian.
5.2. 1.2 The operation ticket shall be filled in by the operator, reviewed by the guardian and the person in charge on duty, and signed separately. Fill in by the successor, the successor must carefully review, after confirmed, signed by the operator, guardian, head on duty before implementation. Everyone who signs should be responsible for the correctness of the operation ticket.
5.2. 1.3 One operation ticket should be operated by a group of people, and the guardian can only hold one operation ticket.
5.2. 1.4 For the same operation purpose, intermittent operation shall be carried out according to the scheduling command, and operation tickets shall be filled in respectively. In special circumstances, you can fill in an operation millet, and the operation content cannot be simulated at one time. Every time an operation ticket is received, the operation scope of this operation shall be marked with a red line on the operation ticket, and the operation content of the operation ticket that has not been issued shall not be simulated. When operating separately, you should fill in the corresponding time next to the start and end items of the operation.
5.2. 1.5 During the switching operation, it is not allowed to change or do anything irrelevant to the operation. The guardian shall carefully monitor from beginning to end and shall not leave the job site or engage in other work.
5.2. 1.6 if the last few operations are not executed due to the change of the dispatching order during the operation, the last column of the completed project shall be stamped with the "Executed" chapter, and the remarks column shall be marked with "The dispatching order has not been executed since the change".
5.2. 1.7 If there is any problem with the operation ticket, it shall not be used again, and the last item of the completed project shall be stamped with the "Implemented" seal, and the remarks column shall indicate that "this operation ticket is incorrect, and it will not be implemented from item ××". For multiple operation tickets, each operation ticket should be stamped with "void" from the next page, and then the operation ticket can be filled in again before continuing.
5.2. 1.8 Tools (keys) for preventing false locking and unlocking shall be placed in special sealed boxes (boxes). When it must be used, it should be unsealed and unlocked with the consent of the dispatcher on duty and the approval of the person in charge on duty and under the supervision of the person in charge on duty. Record the usage in the special "Use Record Book of Anti-misoperation Device Unlocking Tool (Key)".
5.2. 1.9 used operation tickets (including executed and invalid ones), safety instrument check card and attached pages of operation tickets must be bound month by month according to the number sequence, and the qualified rate and existing problems should be counted on the binding cover, and the operation tickets should be kept for at least three months.
5.2.2 Procedures to be observed in normal operation

The person in charge on duty is responsible for accepting the operation notice from the dispatcher on duty. When receiving the notice, the operation task, scope, time, safety measures and the status of operation equipment shall be clearly defined, and recorded in the duty record book, and repeated to the publisher, which will take effect after its consent.
5.2.2.2 checks the analog system board or wiring diagram and fills in the switching operation ticket.
After the person in charge on duty explains the operation task to the one-way operator and guardian according to the operation notice, the operator checks the analog system board or wiring diagram according to the record, and fills in the operation ticket item by item with reference to the typical operation ticket.
5.2.2.3 checks the operation ticket.
After the operator fills in the operation ticket and signs it, hand it over to the guardian and the person in charge on duty. The guardian and the person in charge on duty shall review the simulation system board or wiring diagram, and sign the operation ticket after it is correct.
5.2.2.4, issue and accept operational orders.
Before the actual operation, the dispatcher on duty will issue a formal operation order to the person in charge on duty. Commands should be issued correctly and clearly using normal operating terms and dual names of equipment. The sender should exchange names with the recipient before giving an order by telephone. The whole process of placing and accepting orders should be recorded and recorded. After receiving the order of "Correct and Execute" from the dispatcher on duty, the operation order must be repeated in full and executed.
5.2.2.5 simulation operation
Before the actual operation, simulation operation must be carried out. The guardian will issue operation passwords one by one according to the items listed in the operation ticket (except the inspection items and protection devices that are not on the simulation disk), and the operator will replace the simulation system board after hearing the passwords and repeating them.
Actual operation
A. The guardian holds the operation ticket and unlocking key, and the operator holds the operating lever and insulating gloves. The guardian and the operator wear safety helmets and walk to the position of the operated equipment together. After the operator checks that the name, location, serial number and actual running state of the equipment are consistent with the requirements of the operation ticket, he should make good preparations for operation under the supervision of the guardian;
B. The operator and the guardian face the name number plate of the operated equipment, and the guardian sings loudly one by one according to the operation order of the operation ticket. The operator should pay attention to the name and number of the equipment, operate the active part independently with his fingers according to the content of singing, and then repeat it loudly. After the guardian confirms that the operator is correct, he issues an operation command of "Correct and Execute" and gives the key to the operator for operation.
C. After the operator completes the operation and confirms that it is correct, the guardian shall tick "√" before operating the project;
D. For the inspection items, the operator should carefully check them after the guardian sings the tickets, and repeat them after confirmation. At the same time, the guardian should also check it, and hear the operator repeat it, and tick "√" for the current item. It is forbidden to tick "√" for operation items and inspection items.
5.2.2.7 re-inspection
After the completion of all operation items, whether the status, instruments and signal indications of the operated equipment are normal and whether there are any omissions, etc. A comprehensive review should be conducted.

After all the operation items are completed, the guardian (operator) shall stamp the "ㄣ" on the operation ticket and hand it over to the person in charge on duty, who will report to the dispatcher on duty that the operation task has been completed and record the operation end time on the operation ticket.
6. Working ticket:

6. 1.2 Working tickets used by two or more teams (multiple jobs) shall be filled in and issued by the working ticket issuer; Single team (single type of work) working ticket can also be filled in by the working person in charge and issued by the working ticket issuer.
6. 1.3 person in charge of work (guardian)
If several classes work at the same time, fill in the name of the general manager.
6. 1.3 Shift personnel
6. 1.3. 1 For a single shift, if the number of people does not exceed 5, fill in the names of all the people. If there are more than five people, you can fill in the names of five people and write "Waiting" * * * to count the number of people (including the person in charge of the work).
6. 1.3.2 When several classes are working at the same time, fill in the names of the person in charge of each class and count the number of people.

Single work should fill in the work content and work place in detail, and non-single work should fill in the main work content and work place. The device name should be written as two names. The equipment name filled in is consistent with the site.
6. 1.5 Planned working hours
Refers to the approved downtime of maintenance equipment minus the running time.
6. 1.6 security measures

All switches, circuit breakers and drop fuses that should be opened according to work needs, including those that have been opened before filling, shall be marked with their numbers. This column should be filled with insurance required for work, quick release switch or power circuit breaker that should be turned on.
6. 1.6.2 Pull switch (circuit breaker) and breaker (disconnector)
Fill in should be specific and clear, and indicate the equipment number. It is forbidden to write "left" (including filling in other columns).
6. 1.6.3 Grounding wire shall be installed.
The exact location where the grounding wire is installed and the corresponding grounding knife switch must be specified.
6. 1.6.4 Install grounding wire
A. The exact location of grounding wire installation and the number of each group of grounding wire and grounding circuit breaker shall be stated;
B the position of installed grounding wire can be different from that of installed grounding wire, but it must meet the safety requirements of maintenance work and get the consent of the person in charge of the work.
6. 1.6.5 Fill in the name and position of the fence, insulating partition (insulating cylinder) to be installed and the sign to be hung in detail and accurately, and draw a picture in the power cut fence (range) column attached to the working ticket.
6. 1.6.6 blockade has been set and signs have been hung.

B. The barriers and signs set shall meet the requirements of specifications and relevant regulations of the company;

In case of power failure in a small area, the fence should surround the power failure equipment, leave entrances and exits, and be marked with "Work here"; On the fence, hang an appropriate number of "Stop! High pressure danger "sign. There must be no live equipment in the open guardrail, and the entrance and exit face the passage;
D. During large-scale power outage maintenance, there should be electrified equipment around the covered (enclosed) column, and there should be no entrances and exits; On the fence, hang an appropriate number of "Stop! High pressure danger "sign;
E. When working on indoor primary equipment, the sign "Work here" should be hung, and fences (enclosures) with "entrances and exits" should be set up; Signs of "Stop, High Voltage Danger" must be hung on the fences (fences) on both sides and opposite sides of the maintenance equipment, and on the aisles where traffic is prohibited;
F. When working on indoor secondary equipment, the sign "Work here" should be hung, and red cloth curtains printed with the word "Run" should be hung in front of and behind the equipment (screen or panel) on both sides of the maintenance screen (panel);
G the equipment with one side charged and the other side not charged is regarded as charged equipment, and a red curtain is installed.
6. 1.6.7 Keep live parts in the workplace and supplement safety measures.

6. 1. 6. 8 10kV switch cabinet and CT power failure, the circuit breakers on the bus side and line side of the switch cabinet must be opened, and the grounding wires should be hung on the power failure equipment side of the two circuit breakers, and insulating cylinders or insulating partitions should also be installed at the knives of the two circuit breakers.
6. 1.7 Work permit procedures
After completing the work permit, the holder of the work permit shall go to the site with the person in charge of the work (if several classes use a work ticket at the same time, together with the general person in charge and the person in charge of each class) to check the safety measures taken again, touch the equipment by hand to prove that there is no voltage, and point out the position and precautions of the live equipment to the person in charge of the work. After both parties agree that there is no problem, the work permit holder shall fill in the work permit and sign it separately; Workers and vehicles are not allowed to enter the work site (equipment area) before the licensing procedure is carried out.
6. 1.8 personnel changes
6. 1.8. 1 change of person in charge of work: the working ticket issuer will inform the person in charge on duty of the change, fill in the name of the person in charge of work who left or changed on the working ticket, and perform the handover procedures. If the working ticket issuer really can't come to the scene, the working ticket issuer can call the person in charge on duty and sign it by the new person in charge.
6. 1.8.2 staff change: it shall be approved by the person in charge of the work, and the change personnel and time shall be indicated in the remarks column of the work ticket. When the staff is transferred from one shift to another, the person in charge of the work must explain the safety measures to the new staff, and indicate the live equipment, power-off equipment and matters needing attention.
6. 1.9 Extension of working ticket
The person in charge of the work shall apply to the person in charge on duty for an extension in advance according to the specified time. The person in charge on duty can fill in the extension time on the working ticket after receiving the approval notice from the dispatcher on duty (or the shift supervisor), and notify the person in charge of the work at the same time, which will be implemented after being signed by both parties respectively.
6. 1. 10 Call it a day and start work.
6. 1. 10. 1 Call it a day, and the person in charge of the work will return the work ticket to the attendant (work permit holder); At the beginning of every day's work, the person in charge of the work should retrieve the work ticket (work permit) from the attendant and record the above procedures in the duty record book.
6. 1. 10.2 If the maintenance work ends on the same day and the work ticket cannot be returned to the work permit holder, the work permit holder shall be informed by telephone that the work ends on the same day; I started work the next day, and the person in charge of the work rechecked that the safety measures were in good condition, and contacted the work permit by telephone, and started work after getting permission. The above procedures should be recorded in the maintenance safety card and the duty record book respectively.
6. 1. 1 1 End of work
6.1.1.1After the maintenance work, the person in charge of the work should check whether the site is clean, whether all personnel and instruments are evacuated, and whether the equipment is restored to its original state (allowed to start work), and then explain the maintenance items, problems found, test results and existing problems to the person in charge on duty, and submit them together with the work permit.
6.1.1.2 The personnel on duty shall remove the grounding wire or grounding breaker, fence, nameplate, etc. Working ticket according to the relevant orders or the grounding wire required by the jurisdiction, fill in the number of groups for removing grounding wire (grounding knife switch) in the item "Grounding wire and grounding knife switch have been removed" of the reserved working ticket, and indicate the number of groups in brackets after this item. If a grounding wire (grounding breaker) in this working ticket is used in another working ticket at the same time and cannot be removed temporarily, the actual number of times of removal should be filled in the remarks column and explained. The working ticket will be terminated only after being checked and signed by the person in charge on duty.
6.2 Fill in the second working ticket of substation
6.2. 1 The basic principle of filling in is the same as the first working ticket.
6.2.2 The conditions of power failure or non-power failure in the column "Working conditions (power failure or non-power failure)" refer to the working conditions required by the maintenance object, that is, when the maintenance object needs power failure, it is required to fill in the power failure, and when it does not need power failure, it is required to fill in the power failure. When power failure is needed, the power switch, circuit breaker or insurance to be opened during operation should be explained in the measures column.
6.2.3 In the column of "Precautions (Safety Measures)", the safety measures and precautions to be taken should be filled in in detail according to the working environment (location) and conditions.
6.2.4 The validity period of the planned work shall not exceed 15 days, otherwise the invoice will be re-invoiced.
