Rules of People's Republic of China (PRC) Municipality on Seafarers' Competency Examination and Certification (2020)
Chapter I General Provisions Article 1 These Rules are formulated in accordance with the Law of People's Republic of China (PRC) on Maritime Traffic Safety, the Regulations of People's Republic of China (PRC) on Seafarers and the relevant international conventions concluded or acceded to by China, with a view to improving the quality of seafarers, ensuring the safety of life and property at sea and protecting the marine environment. Article 2 These Rules shall apply to the examination of obtaining the certificate of competency of China seafarers (hereinafter referred to as the certificate of competency), and the issuance and management of visas recognized by certificates of competency, certificates of competency exemption and foreign certificates of competency. Article 3 The Ministry of Transport shall be in charge of the national seafarers' competency examination and certification.

The Maritime Safety Administration of the Ministry of Transport, under the leadership of the Ministry of Transport, conducts unified management of the competency examination and certification of seafarers.

The maritime administrative agencies at all levels under the Maritime Safety Administration of the Ministry of Transport are specifically responsible for the competency examination and certification of seafarers in accordance with the scope of responsibilities determined by the Maritime Safety Administration of the Ministry of Transport. Article 4 The certification of seafarers' competency examination shall follow the principles of fairness, impartiality, openness and convenience. Chapter II Certificate of Competency Section 1 Basic Information of Certificate of Competency Article 5 A certificate of competency includes the following basic contents:

(a) Name, gender, date of birth, nationality, signature and photo of the holder;

(2) certificate number;

(3) the navigation area and location of the holder;

(4) Date of issue and validity period;

(five) the name of the issuing authority and the signature of the issuing personnel;

(6) Other contents required by laws and regulations.

The Certificate of Competency for Navigation and Marine Duty shall also include the certificate grade, function, applicable provisions of relevant international conventions, the type of ship the holder is qualified for, the type of main propulsion power plant, and the operation of special equipment. Article 6 The navigation zones applicable to the holder are the infinite navigation zone and coastal navigation zone, but the navigation zones applicable to radio operators are A 1, A2, A3 and A4 sea areas. Article 7 The duties of crew members are divided into:

(1) Crew members involved in navigation and engine watch:

1. Captain;

2. Deck crew: first mate, second mate, third mate, senior sailor on duty, and sailor on duty, among which the first mate, second mate and third mate are collectively called drivers;

3. Crew members of the engine department: chief engineer, engineer, engineer, electronic electrician, senior mechanic on duty and electronic mechanic, among which engineer, engineer and engineer are collectively referred to as engineers;

4. Radio operators: first-class radio electronic personnel, second-class radio electronic personnel, general operators and restricted operators.

(two) crew members who do not participate in navigation and engine duty. Article 8 The competency certificates of the captain, driver, chief engineer and engineer are divided into:

(1) The certificates of competency of the captain, chief officer, chief engineer and ocean liner pilot in the infinite navigation area are divided into two grades:

1. First-class certificate of competency: applicable to ships with gross tonnage of 3,000 tons or above or main propulsion power plant of 3,000 kilowatts or above;

2. Class II certificate of competency: applicable to ships with gross tonnage of 500 tons and above to 3,000 tons or main propulsion power plant of 750 kilowatts and above to 3,000 kilowatts.

(2) The certificates of competency for the second mate, the third mate, the second tube wheel and the third tube wheel are applicable to ships with a gross tonnage of more than 500 tons or a main propulsion power plant of more than 750 kilowatts.

(3) The certificates of competency of captains, chief officers, chief engineers and ocean liners in coastal navigation areas are divided into three grades:

1. First-class certificate of competency: applicable to ships with gross tonnage of 3,000 tons or above or main propulsion power plant of 3,000 kilowatts or above;

2. Class II certificate of competency: applicable to ships with gross tonnage of 500 tons and above to 3,000 tons or main propulsion power plant of 750 kilowatts and above to 3,000 kilowatts;

3. Class III certificate of competency: applicable to ships with gross tonnage less than 500 tons or main propulsion power plant less than 750 kilowatts.

(four) the certificate of competency of the second mate, the third mate, the second tube wheel and the third tube wheel in the coastal navigation area is divided into two grades:

1. first-class certificate of competency: applicable to ships with gross tonnage of 500 tons or above or main propulsion power plant of 750 kilowatts or above;

2. Class II certificate of competency: applicable to ships with gross tonnage less than 500 tons or main propulsion power unit less than 750 kilowatts.

The certificate of competency of senior watchman and senior watchman is applicable to ships with gross tonnage of 500 tons or above or main propulsion power plant of 750 kilowatts or above.

The grades of competency certificates for sailors and machinists on duty are as follows:

(1) The certificate of competency for unlimited navigation area is applicable to ships with gross tonnage of 500 tons or above or main propulsion power plant of 750 kilowatts or above;

(two) the certificate of competency in coastal navigation areas is divided into two grades:

1. first-class certificate of competency: applicable to ships with gross tonnage of 500 tons or above or main propulsion power plant of 750 kilowatts or above;

2. Class II certificate of competency: applicable to ships with gross tonnage less than 500 tons or main propulsion power unit less than 750 kilowatts.

The certificate of competency for electronic electrician and electrician is applicable to ships with main propulsion power plant of 750kW and above.

The level of competency certificates held by the captain and deck crew working on the tugboat corresponds to the power level of the tugboat's main propulsion power plant.

The certificates of competency of seafarers who do not participate in navigation and engine duty are not graded. Article 9 The duties of crew members are divided into:

(1) navigation;

(2) Cargo handling and stowage;

(3) Ship operation and personnel management;

(4) Ocean engineering;

(5) Electrical, electronic and control engineering;

(6) maintenance and repair;

(7) Radio communication.

According to the technical requirements, the crew functions are divided into:

(1) management level;

(2) operational level;

(3) support level.
