The application and approval of more urgent administrative affairs and emergencies are similar to red-headed documents, but different from red-headed documents. The header of a clear telegram is called an "internal fax telegram" and the header of a secret telegram is called a "cipher telegram". Some are composed of transmitter shutdown and "secret transmission power generation", such as "the State Council secret transmission power generation".
There are two types of Ming-chuan telegrams: Ministry number and extension number. The department number is the symbol of telegrams, such as the No.8 Ming Chuan telegram sent by the State Council in 2008, marked as "Guo Fa Dian [2008] No.8".
