Thirty-third petitions should be settled within 60 days from the date of acceptance; If the situation is complicated, with the approval of the person in charge of this administrative organ, the processing period may be appropriately extended, but the extension period shall not exceed 30 days, and the complainant shall be informed of the reasons for the extension period. Where laws and administrative regulations provide otherwise, such provisions shall prevail.
Article 34 If the complainant refuses to accept the opinions of the administrative organ on handling the complaint reporting matters, he may, within 30 days from the date of receiving the written reply, request the administrative organ at the next higher level that originally handled the administrative organ for review. The administrative organ that receives the review request shall put forward the review opinions within 30 days from the date of receiving the review request and give a written reply.
Article 35 If a complainant refuses to accept the review opinions, he may, within 30 days from the date of receiving the written reply, request a review from the administrative organ at the next higher level of the review organ. The administrative organ that receives the review request shall put forward the review opinions within 30 days from the date of receiving the review request. The review organ may hold a hearing in accordance with the provisions of the second paragraph of Article 31 of these regulations, and the review opinions after the hearing may be publicized to the public according to law. The time required for hearing shall not be counted within the time limit specified in the preceding paragraph. If the complainant refuses to accept the review opinion and still makes a complaint request based on the same facts and reasons, the people's governments at all levels shall appeal to the working institutions and other banks.
