After the system is launched, applicants only need to use the CA certificate, electronic business license or personal digital certificate issued by the bank to complete the subject identity authentication and electronic signature of application materials online. Applicants do not need to submit paper application materials to the administrative window, the system will automatically generate registration documents and automatically verify the application data. This reform will save applicants time and costs, and truly achieve “let information do more legwork and the masses do less legwork.”

According to reports, the Fujian Provincial Administration for Industry and Commerce launched an electronic registration system without electronic signatures on June 1 this year, which has effectively improved the efficiency and service level of industrial and commercial approval. As of September 5, Fujian Province has approved the establishment and registration of 4,888 enterprises through the electronic registration system, an increase of 33.30% compared with the same period last year.

Wu Zhiyong, Director of the Enterprise Registration and Administrative Approval Division of the Fujian Provincial Administration for Industry and Commerce, said that in the next stage, the bureau will rely on a full paperless electronic registration system to issue certificates that comply with the electronic data format and technical standards of the State Administration for Industry and Commerce. The "medialess" electronic business license plays its role in the identity authentication of market entities and realizes functions such as online "photography" and "license verification" of market entities.
