Forests and grass planted in the "four wasteland" lands collectively or individually contracted, leased, or purchased shall be owned by the operator, unless otherwise stipulated in the contract or agreement.

For state-owned and collectively-owned forests, trees, woodlands and forests owned by entities and individuals, the owners shall submit registration applications to the county forestry administrative department, and the county people's government will register and issue certificates and confirm the registration. ownership.
