The use of the property maintenance fund requires the consent of the owner. The owner enjoys the ownership of the exclusive part, and has the right to possess, use, benefit and dispose of the exclusive part of the residential and business premises in the building. Owners' rights include the right to distinguish all buildings, public places, sites and facilities supporting construction in the construction area and parking spaces supporting construction in the construction area. The owners * * * agree that the decision shall be passed by the owners who account for more than two-thirds of the exclusive area and more than two-thirds of the total number.
