When an electronic document with an electronic seal is printed on a paper medium by a specially controlled printer, its legal effect is currently limited to the inside of the system; Only when the electronic document associated with the electronic seal is proved to be true by electronic signature/verification technology can the image of the electronic seal be recognized as valid, otherwise the electronic seal cannot be displayed or can only be a picture with no legal effect.
Long before the promulgation and implementation of China's Electronic Signature Law, electronic seals appeared. In the middle and late 1990s, as the traditional office mode gradually changed to the information office mode, the circulation form of paper documents also changed to electronic documents. In order to ensure the validity of electronic documents and make them have the same visual effect of public trust as traditional paper documents, the concept of electronic seal is put forward.
