The labor and social security departments of various cities and states should strengthen the supervision and guidance of their vocational skills appraisal institutes (stations). Starting from this year, the provincial labor and social security department will entrust the city and state labor and social security bureaus to organize the annual review of the vocational skills appraisal institutes (stations) affiliated to cities and states. Article 2: These detailed rules apply to all types of vocational skill appraisal institutes (stations) at all levels in the province (hereinafter referred to as "the appraisal institute").

Article 3 The annual review and comprehensive evaluation of the appraisal institute shall be carried out by the Vocational Skills Appraisal Center of the Provincial Department of Labor and Social Security under the unified organization and leadership of the Provincial Department of Labor and Social Security.

Article 4 The annual review is conducted once a year, covering the operation of the laboratory from March 1 of the previous year to February 28 of the current year; the comprehensive review is combined with the renewal of the "Occupational Skills Appraisal License" every three years Once, it is the operation of the laboratory in the previous three years.

All laboratories that have been in operation for one year, including one year of trial operation, must participate in the annual review; all laboratories that have been in operation for three years must participate in the comprehensive review.

The main contents of Article 5 annual review and comprehensive review are:

(1) The laboratory’s working structure, staffing, office space and equipment, construction and implementation of rules and regulations;

(2) Appraisal sites, equipment and facilities, and configuration of testing tools and instruments;

(3) Appraisal work progress, social effects, and quality control;

(4) Examination management, file management and implementation of charging standards of the laboratory.

The specific content, standards and scoring methods are implemented in accordance with the "Hunan Provincial Vocational Skills Appraisal Institute (Station) Annual Review and Comprehensive Evaluation Form" (Annex 1).

Article 6 The labor and social security department shall form an inspection team to implement the annual review and comprehensive review of the laboratory. The inspection team consists of 3-5 people from the labor and social security administrative department, the vocational skills appraisal center and technical experts.

Article 7 Annual review and comprehensive review schedule: From February to April each year, the laboratory will prepare for self-examination according to the annual review and comprehensive review standards; on April 30, the laboratory will report to the corresponding labor department Deadline for safeguards to submit applications for annual review or comprehensive review. Failure to submit the application within the time limit will be deemed as automatically giving up the qualification of the laboratory (station).

From May to June, the labor and social security bureaus of each city (state) organized on-site reviews and evaluations of the laboratories under their jurisdiction, and put forward review opinions. The application materials of the laboratories and the city and state review will be submitted before July 31. The conclusion is comprehensively reported to the Vocational Skills Appraisal Center of the Provincial Department of Labor and Social Security.

From June to October, the inspection team of the Provincial Department of Labor and Social Security inspected the provincial-managed appraisal institutes and conducted a comprehensive review of the municipal (state)-managed appraisal institutes.

Article 8 When submitting applications for annual review and comprehensive review, the laboratory must submit the following materials at the same time:

(1) A copy of the "Occupational Skills Appraisal License";

(2) "Hunan Provincial Vocational Skills Appraisal Institute (Station) Annual Review and Comprehensive Review Report" (Annex 2);

(3) After self-evaluation, "Hunan Provincial Vocational Skills Appraisal Institute (Station) Skills Appraisal Institute (Station) Annual Review and Comprehensive Evaluation Form".

(4) Annual work summary (including self-examination and rectification report. Those who have never participated in the annual review and comprehensive review must submit the work summary since the construction).

All the above materials need to be bound into a volume in quadruplicate. Incomplete submissions will not be accepted.

Article 9 The appraisal institute shall, under the guidance of the Vocational Skills Appraisal Center of the corresponding labor and social security department, actively carry out self-examination and summary, and do a good job including organizing and archiving appraisal work materials (see attachment 3), facilities and equipment Complete various preparations including site management.

Article 10: For laboratories that have passed the examination of the municipal or state labor and social security departments and need to undergo a comprehensive review, the inspection team of the provincial labor and social security department shall conduct an on-site audit together with the municipal (state) labor and social security departments.

Article 11 The inspection team shall notify the laboratory three working days before the review and evaluation. The review and evaluation shall be conducted in the form of listening to reports, investigation and discussion, reviewing information, and on-site inspection, etc., and lasts for 1-2 days. The inspection team must make a realistic, objective and fair evaluation of the laboratory on site, put forward suggestions for improvement on existing problems, and draft and submit the "Opinions of the Laboratory Annual Review and Comprehensive Review Team". After the review and evaluation are completed, the inspection team shall submit a work report to the Provincial Department of Labor and Social Security in a timely manner.

Article 12 When the laboratory applies for annual review and comprehensive review, it can be combined with regularization, replacement of certificates, addition of occupations, and improvement of grades, and the procedures can be completed together.

Article 13 The review results are divided into three categories: excellent, qualified and unqualified.

Those who fail to pass must be rectified within three to six months. During the rectification period, no professional skills appraisal work shall be organized. If an appraisal institution fails two consecutive annual reviews or fails one comprehensive review, the Provincial Department of Labor and Social Security will no longer issue a new "Occupational Skills Appraisal License."

Those who are qualified or above can continue to carry out appraisal work.

Those who have passed three consecutive annual reviews will be deemed to have passed the comprehensive review; those who have been outstanding in three consecutive annual reviews will be deemed to be excellent in the comprehensive review and will be awarded a bronze medal for outstanding laboratory and exempted from inspection for one year.

Article 14 After the annual review and comprehensive review work is completed, the Provincial Department of Labor and Social Security will report the evaluation status and announce the review results through the media.

Article 15 The Hunan Provincial Department of Labor and Social Security is responsible for the interpretation of these rules.

Article 16 These detailed rules shall come into effect on the date of promulgation.
