A: On August 28th, 2004, the 11th meeting of the 10th the National People's Congress Standing Committee (NPCSC) voted to pass the Electronic Signature Law. This law mainly stipulates four aspects:

(1) establishes the legal effect of electronic signature, and clarifies what conditions an electronic signature needs to meet in order to achieve the same effect as a handwritten signature or seal among many electronic signature methods and means.

(2) Relevant provisions are made for data messages, that is, documents in electronic form.

(3) The market access system of electronic authentication service has been established.

(4) The security system of electronic signature is stipulated.
