2. Establishing a preparatory group:
After receiving the application, the sub-district office will make a written reply and guide the community (building) to establish a preparatory group for the owners committee (hereinafter referred to as the preparatory group).
3. The preparatory group carries out preparatory work:
(1) After the preparatory group is approved and established, the construction unit or property company shall be notified within 15 days. The list of all owners, contact addresses and contact information and other materials in their possession should be reported to the sub-district office; the sub-district office will hand over the above information to the preparatory group within 5 days after receiving the relevant materials.
(2) The preparatory group shall draft the "Owner's Convention", "Owner's Committee Charter", and "Owner's Committee Election Method" within 30 days from the date of establishment, and submit them in the community ( Post an announcement at a prominent location in the building to solicit opinions from owners.
The preparatory team will publish the "Publicity Materials on Policies and Regulations of the Owners' Committee" in the publicity column and distribute it to the owners.
(3) The preparatory group organizes the owners of each building to select candidates for the owners committee through self-recommendation or recommendation.
(4) The preparatory group will post and publish the resumes of the candidates for the owners committee, sample ballot formats for the owners committee, and the agenda of the owners' meeting to the owners, and at the same time, send the "Measures for Election of the Owners Committee" to all owners in writing.
4. After the preparatory group for convening a general meeting to elect committee members completes the above work, it will submit the list of owner candidates and their resumes, "Measures for Election of Owners Committee", "Articles of Owners Committee",
The Owners' Covenant shall be sent to the sub-district office, and a written application for convening the owners' meeting or owners' representative meeting shall be made. At the same time, preparations for the meeting shall be made, including confirming the venue, organizing personnel to print ballots, installing ballot boxes, and notifying all voting rights holders. 5. Application for registration of owners committee
Within 15 days from the date of creation, apply to the real estate administrative department of the district or county-level city with the following documents: Go through the filing and registration procedures;

6. Approval
After review, the district or county-level city real estate administrative department will give a written approval opinion to the owners committee.
