Legal analysis: How many percent of villagers' signatures are valid mainly depends on specific matters. The villagers' meeting shall be convened by the villagers' committee. More than one-tenth of the villagers or more than one-third of the villagers' representatives proposed that a villagers' meeting should be held. When a villagers' meeting is held, the villagers shall be notified ten days in advance. When a villagers' meeting is held, representatives of more than half of the villagers over the age of 18 or more than two-thirds of the households in the village shall attend, and the decisions made by the villagers' meeting shall be passed by more than half of the people present.
Legal basis: Article 16 of the Organic Law of Villagers' Committees of the People's Republic of China. More than one-fifth of the villagers who have the right to vote or more than one-third of the villagers' representatives may jointly request the removal of the members of the villagers' committee and explain the reasons for the removal. The members of the villagers' committee who are proposed to be removed have the right to make representations. The recall of members of a villagers' committee shall be approved by a majority of the villagers who registered to participate in the election and by a majority of the villagers who voted.
