3. Processing Procedures

(1) The unit that has completed scientific and technological achievements shall apply to the provincial industry competent department or the local science and technology administrative department at or above the prefecture level based on the region to which it belongs, administrative relationship or task source; if the affiliation is unclear, it may apply to the local science and technology administrative department The department shall submit an application; for major scientific and technological achievements, the management department may then submit an application to the provincial science and technology administrative department.

(2) After receiving an application for scientific and technological achievement evaluation, departments at all levels should conduct a formal review and give a clear reply (10 working days) to applications that meet the requirements.

(3) After the scientific and technological achievements pass the evaluation, the organizational unit will issue the corresponding scientific and technological achievement evaluation certificate. The scientific and technological achievements evaluation certificate must be signed by the relevant leaders of the organizing and presiding evaluation unit, provide opinions, and be stamped with the "Special Seal for Scientific and Technological Achievements Appraisal".

(3) Main technical documents and information (including technical plan demonstration, technical research report, comparison materials of overall performance indicators and similar advanced technologies at home and abroad);

(4) Design and process charts;

(6) Market forecast and socio-economic benefit analysis report (one-time benefits obtained from project establishment to the end of the study.
