The work content and experience exchanged the understanding of civil servant administrative work, which made me have a deeper understanding of strengthening administrative capacity building and improving public service levels. I feel that I have gained something from this training, which will help me correctly perform my job responsibilities in the future and do a good job in the informatization work of the General Engineering Office. I now report my learning experience as follows:

1. Improving the general ability of civil servants

"National Civil Servant General Ability Standard Framework (Trial)" and "Core Content of Civil Servant Public Service Management" The Training Outline summarizes the general abilities of civil servants into nine categories: political identification ability, legal administrative ability, public service ability, investigation and research ability, learning ability, communication and coordination ability, innovation ability, emergency response ability and psychological adjustment ability. .

The government is subordinate to society, determined by society, and its responsibility is to maintain social order. Adhering to the supremacy of the law, administration in accordance with the law, clearly defining various administrative rights, supervising the operation of rights in accordance with the law, and strictly controlling them should be the principles that civil servants abide by. Fourth, transform from “efficiency-based” to “benefit-based”. Some government officials are eager for quick success and have a serious "image project" mentality, which has caused problems such as high government management costs, waste of resources, and low efficiency. Therefore, it is necessary to establish cost-benefit awareness and is a necessary condition for building a harmonious society and sustainable development.

Civil servants must have a public-spirited and positive public spirit, love the motherland and be loyal to the people, be pragmatic, pioneering and innovative, take the overall situation into consideration, unite and cooperate, be loyal to their duties and be honest Feng Gong. On the one hand, we must observe discipline and on the other hand, we must regulate our behavior. I benefited greatly from the report "Interpretation of Civil Servant Punishment Regulations" by Deputy Director of the Central Commission for Discipline Inspection Hou Juefei. The "Regulations on Penalties for Civil Servants" were written to protect the rights and interests of civil servants. They referred to a large amount of information and conducted a large amount of research, and fully reflected the principles of qualitative equality, justice and fairness, combination of punishment and punishment, and accommodation of wrongdoing. Problems were considered. The detail is surprising. The provisions that I thought were very simple and boring suddenly came to life. This is a useful example for future drafting of management measures.

2. Strengthen water administrative management capabilities

In water administrative management, we must respect the laws of nature, plan scientifically, make overall plans, eliminate the negative impact of water conservancy development and engineering construction on the ecological environment as much as possible, promote the coordinated development of human and water, and strive to build a human-friendly environment. The flood prevention and disaster reduction guarantee system, the water resources safety supply guarantee system and the water environment safety guarantee system that are in harmony with nature ensure the sustainable development of the economy and society through the sustainable use of water resources. Specific to my job, I work hard to establish and improve a working platform with water conservancy information construction as the main carrier.

Water conservancy informatization is an important aspect of water conservancy modernization. Water administration must rely on water conservancy informatization to improve service quality and work standards. It is necessary to strengthen the construction of water conservancy information systems, improve organizational structures, strengthen organizational leadership, raise construction funds, train management talents, create a water conservancy information system support environment, and comprehensively build flood control and drought relief command and decision-making on the basis of strengthening the construction of basic databases and network platforms. Support system, water resources management decision support information system, water quality monitoring and evaluation information system, soil and water conservation monitoring system, river management monitoring system, water conservancy administrative resource management system, etc., basically form a comprehensive water conservancy information system, and make good use of water conservancy information for water administration The foundation and supporting role of management and social welfare services.

In water administration work, to give full play to the general abilities of civil servants is to strengthen the five consciousnesses, improve the five abilities, and be good at the five.
